New rules for importing cars to Ukraine: cars 20 years old will no longer be imported

Starting in 2025, new rules for importing cars will come into force in Ukraine, aimed at improving the environmental situation and increasing road safety. One of the key innovations is a ban on the importation of cars older than 20 years. This decision sparked lively discussions among car owners and importers.

Age restrictions
“Cars older than 20 years will no longer be able to be imported into Ukraine. The only exceptions are vintage cars that fall under the law “On the export, import and return of cultural property”, – explains Konstantin Sklyar
Mandatory technical control
Instead ofcertification of compliance with Euro environmental standards, used cars will undergo technical inspection.
“This will allow us to check their technical condition before the first registration,” the lawyer notes.
According to Sklyar, cars imported to Ukraine must be registered in the countries that are parties to the 1958 Agreement on Uniform Technical Prescriptions.
Implications for the market
“The main purpose of these changes is to reduce harmful emissions into the atmosphere and bring Ukrainian legislation in line with European standards,” explains Sklyar.
He emphasizes that cars that comply with modern environmental standards pollute the environment much less, which is especially important for large cities.
The new rules are also expected to change the structure of imports
“The demand for used cars will decline, while the popularity of electric cars and hybrids will increase. At the same time, importers will have to take into account the additional costs of technical inspection and troubleshooting,” Kostyantyn Skliar
According to both the Ministry of Communities and Territories Development and lawyers, these changes are aimed at improving environmental control and safety of cars operating in Ukraine.
The introduction of technical control instead of certification may significantly simplify the process of importing used cars. Although these changes may cause some difficulties for importers and buyers, they are aimed at long-term benefits for society, Sklyar concludes.
