“Nova Poshta may face transport collapse due to new taxes

The management of the postal operator Nova Poshta predicts a possible logistical collapse and serious delays in parcel delivery due to the introduction of new taxes on international parcels.
The company’s co-owner, Volodymyr Popershniuk, believes that amid rising taxes and new regulations, this initiative will have a negative impact on the economy. He believes that the main problem is the negative fiscal effect of taxing parcels.
“It may sound ridiculous, but it is a fact – the state is currently spending more money on customs and tax procedures than it receives from parcel taxation. The reason is the ratio of the cost of customs procedures to the cost of parcels. And we’re talking about “expensive” parcels over EUR 150. And after the tax threshold is lowered, even cheaper parcels will enter the customs conveyor, so the budget losses will increase,” Volodymyr Popershniuk wrote on his Facebook page.
According to him, the second reason is the logistical collapse.
“We are currently clearing only 2% of parcels, although every parcel is subject to customs procedures, so the time loss is almost a day. You don’t need to be a seer to see a logistical collapse and huge delays in delivery if all parcels are subject to the tax.”
The third reason, according to the company’s co-owner, is electoral.
“Until now, all tax innovations have been related to business only. But from the moment new taxes on parcels are introduced, millions of individuals will experience all the benefits of tax service on their backs. This will add to the state’s financial losses and electoral losses. I think these reasons are enough to reject the idea of parcel taxation as meaningless and harmful to everyone,” Popershniuk wrote.
He added that if Ukrainians want to increase budget revenues without causing significant damage to the economy, they should do the exact opposite, by the way, up to $1,000 and simplify customs procedures.
As a reminder, Nova Poshta, the postal operator, raised tariffs for the delivery of documents, parcels and cargo on 1 October.
Documents will cost UAH 65. The price already includes a branded cardboard envelope.
Parcels up to 30 kg. “Nova Poshta can pack your parcel in a branded 0.5kg, 1kg, 2kg and 4kg package for free. When sending through a postal machine, the fixed cost of packaging is 15 UAH.
Delivery within the city:
- up to 2 kg – 60 UAH
- up to 10 kg – UAH 90
- up to 30 kg – 140 UAH.
Delivery within Ukraine:
- up to 2 kg – 80 UAH;
- up to 10 kg – 110 UAH;
- up to 30 kg – 160 UAH.
Cargoes over 30 kg:
- between branches in the city 0.5 UAH/kg;
- between branches in Ukraine: uAH 1 per kg.
