NACP reveals millions of violations in declarations of TCC officials

In 2024-2025, the National Agency for the Prevention of Corruption (NAPC) actively checked the declarations of officials of the Territorial Recruitment and Social Support Centers (TSCs and SPs), revealing numerous violations. The total amount of false information amounted to more than UAH 28.5 million. This was reported by "Komersant Ukrainian" with reference to the NAPC.

Results of NACP inspections: the scale of violations

In 2024-2025, the NACP launched full audits of 23 declarations of TCC officials, completing 18 of them.

The results revealed serious violations, in particular:

  • Signs of false information worth more than UAH 28.5 million.
  • Signs of illicit enrichment in the amount of over UAH 5.6 million.
  • Unjustified assets worth over UAH 2.6 million.

These violations concerned failure to provide information on real estate, vehicles, income and corporate rights, as well as unjustified origin of assets acquired by officials or their relatives.

The biggest violations were in the declaration of an official from Dnipropetrovs’k region

The most high-profile case was the declaration of the head of the Dnipro JCCC and JV. In his documents for 2022, the NACP found signs of illicit enrichment. Between August 2021 and July 2023, the official’s close relatives acquired assets worth more than UAH 8.8 million, the sources of which remain unconfirmed.

In particular, we are talking about:

  • 2 apartments in the city of Dnipro;
  • 2 carsVolkswagen Passat and Ford Ranger;
  • uSD 65 thousand donated to the official’s wife by her father, whose official income does not allow for such a transfer.

In addition, the official failed to declare 6 real estate objects owned by him, 2 more that he used, as well as 2 cars, his wife’s income and his own income.

The National Police initiated criminal proceedings under Art. 366-2 of the Criminal Code of Ukraine (Declaring false information) and Art. 368-5 of the Criminal Code of Ukraine (Illegal enrichment). The proceedings have been completed and the case has been submitted to court.

Other TCC officials are also under investigation

The declaration of an officer from the Odesa TEC and JV for 2022 revealed inaccurate information worth more than UAH 3.8 million. He failed to declare

  • a land plot he owned
  • the apartment he used;
  • two apartments owned by his daughter;
  • corporate rights;
  • the true value of the apartment, three cars and a motorcycle.

The criminal proceedings are ongoing and are being investigated by the National Police.

The investigation is also ongoing against the commander of the security department of the Bohodukhiv RTC in Kharkiv region, who failed to declare property and income totaling more than UAH 4.6 million in his declarations for 2022 and 2023. Among the violations:

  • 2 land plots and an apartment were not listed;
  • income in the form of cash collateral was not indicated;
  • failure to declare bank assets.

Cases transferred to the SBI

The State Bureau of Investigation has also initiated proceedings against the head of the Rivne region (Dubno RTC), who did not indicate in his 2023 declaration

  • a residential building;
  • a land plot used by his family.

The amount of unreported property is over UAH 1.6 million.

Administrative liability: the first verdict

The Leninsky District Court of Kharkiv found the commander of the Kharkiv Regional TCC branch guilty of false declaration. The official failed to declare two land plots, underreported the value of his car and income – totaling UAH 645 thousand. He was fined UAH 17 thousand.
