NACP has not yet verified the declarations of ex-BES officer Fedorov, the subject of the Bihus.Info investigation
18 November 14:26The National Agency for the Prevention of Corruption has not conducted full checks of the declarations of former SBU official and former acting head of the BES Eduard Fedorov, whose large-scale family business was registered in the names of his wife and parents, according to Bihus.Info investigators. This is stated in the NACP’s response to the editorial request Komersant ukrainskyi
“The National Agency did not conduct full checks of the declarations submitted by Fedorov and lifestyle monitoring of the said subject of declaration,” the response says.
The procedure for selecting declarations of persons authorized to perform the functions of the state or local self-government for a full inspection and the order of such inspection based on risk assessment (hereinafter – the Procedure) was approved by the order of the National Agency dated 07.12.2023 No. 284/23, the NACP added.
“According to clause 3 of the Procedure, declarations are selected for full verification in order of priority based on risk assessment: those regarding which information has been received from individuals and legal entities, the media and other sources about the possible reflection of inaccurate information in the declaration. Thus, full checks of the declarations submitted by Mr. Fedorov can be carried out in accordance with the above-mentioned legal provisions,” the Agency clarified.
Accordingly, the NACP apparently did not consider the public investigation by Bihus.Info into the revealed wealth of the former BES head’s family to be a sufficient “risk” for verification.
The Fedorov case: a hotel in the Carpathians, a private island and tax evasion
In May last year, Bihus.info published an investigation that Eduard Fedorov owns a large-scale family business, the beneficiaries of which are the official’s wife and parents.
It was stated that Eduard Fedorov’s wife, Olga Fedorova, was building a hotel at a ski resort in the village of Myhove, Chernivtsi region.
“In 2017-2018, the Fedorovs acquired two plots of land with a total area of 20 acres for gardening, where they are now building a hotel. The rest of the plots occupied by this facility belong to SBU generals Oleksandr Karpenko, Oleksandr Kuts and the mothers of several other current or former SBU employees,” the story said.
The journalists note that over the past six years, Fedorov’s wife has become the founder or co-owner of more than 20 different businesses across Ukraine, including trade, passenger transportation, well drilling, research, and more.
“The company Global Technologies of the Future, co-owned by Fedorova, sells diodes to Ukrzaliznytsia’s repair plants at prices that are 1.5-3 times too high. The official’s mother, Lidiya Fedorova, is also involved in a similar intermediary business. Before the war, one of Fedorova’s companies, Ukrzbut-postachannya LLC, sold crushed stone and screenings to Mariupol utilities with a 30-50% markup,” the story said.
The investigation also claimed that despite the high margins, these companies made almost no profit, ordered services from related companies, and partially from firms that law enforcement agencies had closed as conversion centers.
In addition, the journalists found that “real estate was purchased in the name of Fedorov’s father, including a part of the island between the Dnipro and Desna rivers: the market value of such a plot can reach up to $1.5 million.”
Eduard Fedorov became interim head of the BES on April 11, 2023.
Prior to that, he worked as the head of the SBU Office in Sumy region (2022-2023) and as the deputy head of the Kyiv Customs Department of the State Customs Service of Ukraine, acting head of the Kyiv Customs Department (2021-2022).
on August 14, 2023, Eduard Fedorov was dismissed from the BES “by agreement of the parties”.
The Fedorovs’ business on public contracts continues.
According to open registries and the Prozorro portal, Fedorova’s company GTM LLC won UAH 18.6 million worth of tenders in 2024 and UAH 28.14 million in 2023.
The company sells diodes, mainly to Zaporizhzhia Electric Locomotive Repair Plant and Kyiv Electric Car Repair Plant.
The training center “Specialist” LLC, in which Fedorova owns 100% of the company and which was previously registered to Eduard Fedorov himself, has already sold its services (training and internships) to state institutions in the amount of UAH 2,238,488 in 2024, and its main buyer is JSC “Ukrtransnafta”.
