The bank’s winding-up plan has already been approved by the National Bank.

Alpari is the smallest bank in Ukraine, with only one branch as of 2021.

The bank’s net assets amounted to only UAH 193.4 million, which was 0.007% of the total assets of the banking system.

The bank had 6176 depositors with UAH 679 million on their accounts.According to the results of 2023, the bank recorded a loss of UAH 6 million.

Bakhtari Hedayatollah, a Ukrainian citizen living in the United Arab Emirates, owns 100% of the bank’s shares.

In 2021, Ukrposhta reached an agreement to acquire the bank for UAH 260 million, and even received a permit from the Ministry of Infrastructure to conduct the transaction.

However, due to the fact that Ukrposhta and the Ministry of Infrastructure did not address all the deficiencies in the documents pointed out by the National Bank of Ukraine, the regulator did not approve the deal and returned the package of documents for the acquisition of Alpari to Ukrposhta on 29 May 2023 without making any decisions.

It is worth noting that in 2023, Ukrainian banks imported a record amount of foreign currency equivalent to $9.5 billion since 2014. For comparison, back in 2022, this figure was $5.9 billion.
