Nayyem resigns as head of the Recovery Agency

Information of the interlocutors [Kommersant] about the dismissal of Mustafa Nayem, the head of the State Agency for the Restoration and Development of Infrastructure of Ukraine, has been confirmed. Today he wrote a letter of resignation, according to "Komersant Ukrainian"

The reason for his resignation was “systemic obstacles that do not allow him to perform his duties effectively”.

“I am resigning as the head of the Recovery Agency. I made the decision on my own due to systemic obstacles that do not allow me to effectively perform my duties,”

– he wrote on Facebook.

According to Nayem, starting last November, the agency’s team allegedly “began to face constant opposition, resistance and the creation of artificial obstacles.”

First, the Agency’s budget for road rehabilitation and maintenance projects was cancelled: “I am aware of the limited resources and the importance of military spending. But the cancellation of funds for infrastructure maintenance will inevitably affect the condition of defence roads and, as a result, all military logistics. If this does not change, we will face complications in military logistics and exports next season.”

Secondly, Nayem said, the Agency “began to have a nightmare with bureaucracy, when documents for payment for defences, fortifications or rehabilitation were approved by the government for months, returned six to eight times with meaningless comments, delayed for several months, and some have not been approved to this day”.

Another reason, he said, was that since the beginning of the year, the Agency had been severely cut in salaries – most employees were cut up to 68% of their salaries.

He noted that today he had written his resignation and said goodbye to the Agency’s team and heads of the Recovery Services in the regions.

“Understanding the responsibility that rests with our team, I will fulfil my duties until the government makes a decision on my dismissal and hand over to my successors,”

– Nayyem added.

Before his dismissal, he also appealed to all law enforcement and regulatory authorities “to take all measures to verify the legality and transparency of the decisions made by the Agency”.

“At the moment, our entire team and the Recovery Services in the regions continue to work as usual,” Nayem said,

– Nayyem assured.

According to media reports, Nayyem wrote a letter of resignation from the post of head of the State Agency for Reconstruction after a scandal over a business trip to Berlin to attend an international conference on 11-12 June, which is intended to mobilise international support for the country’s recovery from the devastation caused by Russia’s full-scale invasion.

ZN.ua reported that Nayyem will miss this year’s donor presentation conference due to internal political disputes. His participation was blocked by Prime Minister Denys Shmyhal.

It should be noted that in April [Kommersant] reported that a decision had been made at the highest political level to dismiss Mustafa-Masi Nayem, the head of the State Agency for the Restoration and Development of Infrastructure of Ukraine.

Questions about the work of the State Agency for the Restoration and Development of Infrastructure of Ukraine, headed by Mustafa Nayem, emerged after the Russians destroyed the Trypillia thermal power plant in Kyiv region in a massive attack with missiles and drones on the night of 11 April, and Centrenergo lost all 100% of its generation. The State Agency for the Restoration and Development of Infrastructure is partly responsible for security at Ukrainian energy facilities.

However, the agency reported that it is building protective structures for 22 Ukrenergo power substations. The agency is not involved in the construction of protective structures at Centrenergo’s facilities, including Trypillia TPP.

Earlier, Nayem complained that the salaries at the Recovery Agency were too low.

Mustafa Masi Nayyem: born on 28 June 1981 in Kabul, Afghanistan. He became known as a journalist and blogger. Member of the Verkhovna Rada of Ukraine of the VIII convocation.

Since 2019, he has worked as Deputy Director General of Ukroboronprom, and in 2021, he announced that he had been dismissed.

In August 2021, he became the Deputy Minister of Infrastructure under Oleksandr Kubrakov. In 2022, he retained the post of deputy minister after the merger of the ministries of regional policy and infrastructure.

In 2023, it was Oleksandr Kubrakov who appointed Nayem as the head of the Agency for the Restoration and Development of Infrastructure of Ukraine, formed on the basis of the former Ukravtodor. After that, he automatically lost his position as deputy minister.
