The composition of the Public Anti-Corruption Council at the Ministry of Defense has been finally determined

on January 13, 2025, a meeting of the Commission to ensure the competition for the formation of the Public Anti-Corruption Council under the Ministry of Defense of Ukraine was held, at which the composition of the new Public Anti-Corruption Council was announced. This was reported by the Ministry of Defense, Komersant ukrainskyi informs.

According to the results of the nationwide online voting, 15 out of 40 candidates who received the highest number of votes were elected to the Council. The commission decided to consider the following candidates elected:

1. Yuriy Gudymenko (Veteran’s Ax) – 65,222 votes;

2. Tetyana Nikolayenko (Independent Anti-Corruption Commission) – 43,515 votes;

3. Shuba Anastasiia Vadymivna (Anti-Corruption Ax) – 40,281;

4. Soloviov Mykyta Oleksandrovych (Anti-Corruption Ax) – 39,860;

5. Mykyta Volodymyrovych Shtankov (Veteran’s Ax) – 39,724;

6. Oresta Pavlivna Brit (BON) – 39,285;

7. Nyshporka Olena Ivanivna (Anti-Corruption Ax) – 39,231;

8. Chernov Oleh Valeriyovych (Ukrainian Law Society) – 37,829;

9. Kostetskyi Maksym Yuriiovych (Independent Anti-Corruption Commission) – 37,683;

10. Bishchuk Viktor Pavlovych (Ukrainian Law Society) – 37,612;

11. Olena Tregub (Independent Anti-Corruption Commission) – 37,480;

12. Kateryna Datsenko (Center for Public Control) – 34,635;

13. Anton Mykytyuk (Center for Public Control) – 33,454;

14. Vitaliy Masyuk (Ukrainian Law Society) – 32,948;

15. Viktor Vyacheslavovych Prudkovskykh (Center for Public Control) – 32,136.

The Ministry of Defense reported that 101,215 Ukrainians took part in the online voting for the new composition of the Public Anti-Corruption Council under the Ministry of Defense, a record high, which is almost 2.5 times higher than in the previous elections in 2023, when about 41,000 citizens voted.

It is noted that during the meeting, the Commission reviewed an open voting protocol, an open voting chain, a report-analysis of the current voting and its own system protocols developed by the NGO “Electronic Democracy”. They show that there were no technical interventions during the online elections that could have significantly affected the results.

The agency also emphasized that the openness and transparency of the competition and the verification of the vote counting process were ensured by using an open voting protocol. That is, each participant of the online rating voting can find and check how his or her vote was counted (without disclosing his or her personal data), as well as calculate the total number of votes for each candidate.

The first attempt to elect members of the Public Anti-Corruption Council under the Ministry of Defense of Ukraine was made on December 26, 2024. However, that attempt failed, and the Ministry of Defense of Ukraine postponed the voting for members of the Public Anti-Corruption Council to January 7, 2025. As explained by the defense ministry at the time, the failure was caused by internal technical problems, including unstable operation of the website and errors in user authentication.
