What you need to know about the adopted draft law
We are talking about draft law No 11391which the Verkhovna Rada received on 2 July 2024. It was submitted by a group of MPs led by Oleksiy Honcharenko.
In the explanatory note, the MPs explained that in appeals to them and a petition on the President’s website, it was stated that the previous Law on Mobilisation, in Article 23, in the paragraph on those who are not subject to mobilisation, stated that “women and men whose close relatives (husband, wife, son, daughter, father, mother, grandfather, grandmother or sibling (full or half) were killed or went missing while participating in hostilities cannot be called up. However, Article 23 of the Law on Mobilisation No. 10449 was amended to remove the word “… (half) brother/sister” in the paragraph on those not subject to mobilisation.
“The families who applied for amendments to the law on mobilisation by returning the deleted provision believe that it is beyond their power to send their second son to war when the first one died,” the MPs argued.

“Currently, there is a rule that if a family has a hero killed in the war, other family members cannot be mobilised. Instead, there are wild cases. The bill of our faction proposes to resolve this discrepancy and provide a deferral of mobilisation for the non-full relatives of the fallen Heroes. This is about justice,” Gerashchenko wrote on her Telegram channel.
