MPs have developed a document that changes mobilisation: how exactly

The Verkhovna Rada Committee on National Security, Defence and Intelligence has supported a bill banning mobilisation under the age of 25. This was reported by Komersant ukrainskyi with reference to the a message on Telegram by MP Oleksiy Honcharenko.
“There will be no mobilisation from the age of 18 to 25. The Committee on National Security and Defence has just supported draft law 11379-d. And now this document must be considered in the session hall. I will do everything to ensure that this happens as soon as the parliament convenes,” Honcharenko wrote.
The politician also published the text of the document, which has already been approved by the relevant committee of the Verkhovna Rada.


Draft law 11379: what it says
It should be noted that the Verkhovna Rada has submitted three versions of draft laws on amendments to certain laws of Ukraine regarding military service. These are:
- 11379 of 24.06.2024;
- 11379 of 04.07.2024;
- 11379 of 05.07.2024.
The draft law prohibits mobilisation not only of persons of limited fitness aged 18 to 25, but also of those who have not completed military service or do not have a military department.
The draft law also provides for the right to release for those who have been drafted using the previous rule.
The authors of the bill point out that its main goal is to eliminate a legal conflict. It means that men under the age of 25 who have not done military service or military training, but who were once recognised as partially fit, can be mobilised.
At the same time, after the adoption of a number of laws, it turned out that there is no procedure for transferring men under 25 who were previously declared partially fit and will be declared fit after undergoing a second medical examination. However, it is not clear what to do with those who did not undergo such training or service.
In particular, in practice, when updating the data in the TCC, some students who complete their bachelor’s degree and are registered for master’s exams, having a temporary certificate of a person liable for military service issued as partially fit, are sent for a VLC.
In addition, the authors of the draft law want to minimise corruption risks around the issuance of deferments from military service during mobilisation.
