The Supervisory Board of the Defense Procurement Agency extended the contract with the current Director of the Agency

The day before, the Supervisory Board of the Defense Procurement Agency (DPA) unanimously decided to extend the contract with the current director of the Defense Procurement Agency, Maryna Bezrukova, for a period of one year. This was reported in the Agency, Komersant ukrainskyi informs.
Members of the Supervisory Board also unanimously voted to initiate a comprehensive audit of the Agency’s activities, with the involvement of the NATO International Board of Auditors.
This audit should include:
– assessment of financial statements;
– analysis of management and operational processes;
– verification of compliance with international standards, including HATO standards;
– verification of compliance with the principles of transparency and accountability.
For its part, the Defense Procurement Agency expressed its readiness to provide all the necessary documentation and to facilitate the comprehensive audit as much as possible.
The Supervisory Board also recommended that the Minister of Defense of Ukraine Rustem Umerov extend the contract with the current Director of the Defense Procurement Agency Maryna Bezrukova for one year. The Supervisory Board noted that this decision was based on the need to ensure stability and efficiency in procurement management in wartime.

The Agency’s cooperation with the Ministry of Defense was not perfect
In a recent interview with the UP Weekly program, Maryna Bezrukova, Director of the Defense Procurement Agency, noted that much more could have been done in cooperation with the Ministry of Defense.
“I do not know the reason, but we did not receive proper support from the Ministry of Defense, and in fact, we could have done much more. Since the Ministry is our owner and controls our every move, it is definitely important to have their support. At the same time, no clear claims were voiced that we could work with,” emphasized the head of the Defense Procurement Agency.
The executive director of the Anti-Corruption Action Center, Daria Kaleniuk, recently posted a little more information about possible claims on her Facebook page.
She claims that at the end of September 2024, before the establishment of an independent supervisory board of the Defense Procurement Agency, Defense Minister Rustem Umerov wanted to appoint MP Oleksandra Ustinova as the Agency’s director instead of Maryna Bezrukova.
“Together with Vitaliy Shabunin, I participated in a conversation where the Minister under Oleksandra announced to us his decision to dismiss both Maryna Bezrukova and his deputy Dmytro Klimenkov because they were ‘not doing a good job’. Instead, he proposed to appoint Ustinova as the director of the plant,” Daria Kaleniuk wrote.
According to her, in accordance with the rules of corporate governance, an independent supervisory board must first be appointed at the healthcare facility, which must decide whether the current director is doing a good job or not, and elect and appoint a new director if there are grounds for doing so. As Daria Kaleniuk emphasized, the Anti-Corruption Action Center never supports appointments that take place contrary to the procedures that build strong institutions.
The Supervisory Board of the Defense Procurement Agency started its work in December. It includes independent members Kateryna Kuznetsova, Lukasz Stoliarski, Patrick Auroy, as well as representatives of the state Taras Chmut and Yuriy Dzhyhyr.
