The Specialised Anti-Corruption Prosecutor’s Office has submitted an indictment against a former prosecutor of Odesa region to the court based on the NABU pre-trial investigation.
This was reported by Komersant ukrainskyi with reference to the SAPO press service.
“The investigation established that, while holding the position of prosecutor of Odesa region, the person, abusing his official position, acting in prior conspiracy with the mayor of Odesa, his deputy, the former head of the communal property department of Odesa City Council, his deputy and other persons, transferred 2 land plots in Odesa to a private developer company free of charge. Odesa with a total area of almost 4 hectares, which caused losses to the public interests of the territorial community of Odesa in the amount of about UAH 130 million,” the statement said.
According to the investigation, the then head of the regional prosecutor’s office received an undue benefit from the developer – an apartment in Odesa worth more than UAH 3.5 million, which he registered in his wife’s name.
In addition, it turned out that the defendant deliberately used knowingly forged documents on the valuation of land that had been illegally transferred for construction. The prosecutor’s office did not order such assessments, and the value of the plots was understated and did not correspond to market prices.
The actions of the accused are classified under Part 2 of Article 28, Part 2 of Article 364, Part 4 of Article 368 and Part 4 of Article 358 of the Criminal Code of Ukraine.
The SAPO added that in August 2023, it completed a pre-trial investigation into a criminal organisation involving the Mayor of Odesa, current and former officials of the Odesa City Council. The defence is currently reviewing the case file.
