As part of a loan from the International Bank for Reconstruction and Development to “improve higher education in Ukraine,” the Ministry of Education and Science plans to spend part of the loan to purchase equipment for a number of higher education institutions.
Komersant ukrainskyi decided to find out what exactly the Ministry of Education and Science will spend tens of millions of hryvnias from the IBRD on.
Chromatographs for UAH 16 million
At the end of August, the Ministry of Education and Science decided to conduct a public procurement of chromatography equipment. It is noted that this is only the first part of this procurement.
A chromatograph is a device designed to separate mixtures and measure their component composition by chromatography.
For almost UAH 17 million including VAT, the company plans to purchase a high-performance liquid chromatography system, a liquid chromatograph with a diode-matrix detector, a liquid chromatograph with a diode-matrix detector and ultra-HPLC function, and a liquid and gas chromatograph.
No auction was held in this procurement. According to the Zakupivli.pro website, the winner will be determined at the price indicated by the participants when submitting their bids.
Training laboratories for UAH 22 million
Also in September, the Ministry of Education and Science accepted proposals for the purchase of training laboratories. The expected cost is over UAH 22 million.
It is planned to purchase laboratories for automated systems and industrial robotics for UAH 11,302,728.68 including VAT and laboratories for programming of computer numerically controlled machines for UAH 11,094,345.35 including VAT.
No auction was held for this procurement either. The winner will be selected in the same way – at the price indicated by the participants when submitting their bids.
The money for the laboratories was also provided as part of a loan from the International Bank for Reconstruction and Development to “improve higher education in Ukraine.”
The procurement documents indicate that the set of laboratories should be delivered to 16 Universytetska Street, Kharkiv, and 3 Tsentralnyi Avenue, Mykolaiv.
In Kharkiv, the address is the Ukrainian Engineering and Pedagogical Academy. The National University of Shipbuilding and the Institute of Automation and Electrical Engineering are located in Mykolaiv.
An electron scanning microscope for UAH 21 million
As part of the IBRD loan , the Ministry of Education and Science plans to purchase an electron scanning microscope with an energy dispersive spectrometer for UAH 21,477,541.21 including VAT.
No auction was held for this procurement, and the qualification process is currently underway, after which the winner will be selected according to the price offer. It is planned to be delivered to Lviv, to 2 St. George’s Square. This address is the building of Lviv Polytechnic National University.
The microscope should include an electron scanning microscope, an operator’s table, an energy dispersive spectrometer, a control computer, software for the microscope and spectrometer, additional equipment and standard samples, spare parts and consumables.
An appeal was sent to the Ministry of Education and Science regarding this procurement, in which the official representative of the equipment manufacturer complained about the terms of payment for the goods with a 60-day delay and, in their opinion, the lack of consideration of currency fluctuations.
However, the Ministry of Education and Science reported that the payment terms set out in the tender documents remained unchanged and were not subject to revision within the framework of the announced tender.
Analytical laboratory and other equipment for UAH 15 million
Similarly to the above-mentioned public procurement, the Ministry of Education and Science plans to spend UAH 15,775,528.15 of the IBRD loan to purchase a sulphur analyser and rotary evaporators, a synchronous thermal analyser, a portable X-ray fluorescence analyser and an X-ray diffractometer. According to the tender website, the procurement of the latter never took place.
As for the others, the bids are currently being qualified, after which the winner will be selected.
The grid analyser, rotary evaporator and synchronous thermal analyser are to be delivered to 8 Nauky Avenue, Dnipro. The Ukrainian State University of Chemical Technology is located at this address.
A portable X-ray fluorescence analyser is to be delivered to Mykolaiv, 9 Heroiv Ukrayiny Avenue.
