Last year, 210 thousand employees came out of the shadows

In 2023, 210,000 workers who had previously worked in the shadows were officially employed in Ukraine. This was stated by Deputy Minister of Economy of Ukraine Tetiana Berezhna, according to
“Let me remind you that we finance the costs of defending our country exclusively at the expense of taxes and fees we collect, including labour taxes. Every business that operates in the black, every officially employed Ukrainian, through the taxes they pay, helps our defenders to defend the country,”
– berezhna said.
According to her, last year, 210,000 employed people were brought out of the shadows thanks to the measures taken by the State Labour Service of Ukraine.
Since June 2023, the State Labour Service has been granted the right to conduct unscheduled inspections of employers to ensure compliance with labour protection legislation. Since then, the Service has conducted 269 inspections and identified 3,935 violations of labour laws. The fine for each unregistered employee is 10 minimum wages, or UAH 67,000
Shadow employment in Ukraine, according to the State Labour Service, accounts for 9% of the total employed population, or more than 800,000 people. As a result, the state budget loses about UAH 100 billion annually.
