MES dismisses the rector of Kherson Agrarian and Economic University in a strange way
26 December 09:46The Ministry of Education and Science of Ukraine has dismissed the rector of Kherson State Agrarian and Economic University, Yuriy Kirilov, from his post. The rector himself wrote about this on Facebook, according to Komersant ukrainskyi.
The head of the institution published a scan of a paper copy of an electronic document that he presumably received by mail. The document, signed by the Minister of Education and Science Oksen Lisov, states that the rector is dismissed, in particular, on the basis of part two of Article 58 of the Law of Ukraine “On Prevention of Corruption.”
This article of the law refers to the procedure of a special vetting and the fact that an applicant for a public office is denied appointment if this vetting is “not passed.”
At the same time, it is known that Kirillov is not a candidate for the position of rector of the university, but has held it since 2017.
Kyrylov himself does not agree with the dismissal, and he is not even satisfied with the notification procedure. The rector hinted that he would go to court.
“Today I got acquainted with the order)) It’s strange that I don’t have a copy in the walls of the Ministry of Education and Science. But this and other miracles will be evaluated by the court, time and life. There will be many details later…”

In addition, he attached a scan of his handwritten response to the minister. In it, he calls the order “a copy of a document similar to the order of the Ministry of Education and Science” and reports his disagreement with it. In particular, Kirillov believes that the special inspection procedure was violated in his case.
“On 09.12.2024, I applied to the Ministry of Education and Science to get acquainted with the certificate of the results of the special inspection. As of 12/24/24, I have not received a response… which limits my right under Article 58 of the Law of Ukraine “On Prevention of Corruption” to submit comments in case of disagreement,”

Therefore, he considers the dismissal illegal and reserves the right to appeal it in court.
It is noteworthy that the order of the Ministry of Education and Science also does not specify what facts revealed by the inspection caused Kirillov’s dismissal.
The comments to Kirillov’s post are overwhelmingly supportive. Both the teaching staff and students claim that there is an attack on the university and its rector.
At the same time, there are few substantive comments on the issue. One of them says that the dismissal of the rector is being done before the merger of several higher education institutions in Kherson.

The Ministry of Education and Minister Oksen Lisovyi have not yet commented on Kirillov’s dismissal.

What is known about Yuriy Kirillov
Yuriy Kirillov was born in 1980 in Kherson. In 2001, he graduated from the Faculty of Economics of Kherson State Agrarian University with a degree in Organization Management. He worked at the departments of management and marketing, first as an assistant, then as an associate professor.
From 2014 to 2016, he was the first vice-rector of KhSAU, and since 2017 he has been the rector of Kherson State Agrarian and Economic University. He holds a doctorate in economics and the title of professor. He is a corresponding member of the National Academy of Agrarian Sciences.
He is the author of more than 200 works, including 17 monographs and more than 50 publications in international scientific databases. He researches issues of globalization, transformation of the Ukrainian agro-industrial complex and development of the agricultural sector of the economy.
Kirillov is actively involved in politics, and has changed his party affiliation several times in his political career. In 2010, he ran for the city council from the Third Force party, and later headed the city organization of the 5.10 party. In 2015, he became a member of the city council from the Petro Poroshenko Bloc, and in 2019, he ran for the Verkhovna Rada from the European Solidarity party. In the summer of 2020, he left the Solidarity faction and became a candidate for mayor of Kherson from the Servant of the People party. He was twice elected to the Kherson City Council. During his term as a deputy (2015-2020), he attended 59% of the session meetings.
