Ukrainian mobile operators raise tariffs: reasons and new prices

As of March 3, 2025, all three of Ukraine’s largest mobile operators – Kyivstar, Vodafone, and lifecell – announced tariff increases for their services. The main reasons for the increase were the rising cost of electricity, the need to restore damaged infrastructure, and the increased costs of maintaining and expanding networks, Komersant ukrainskyi reports.
Reasons for the tariff increase
Mobile operators explain the tariff increase by several factors:
- rising electricity costs. Over the past year, electricity prices have risen significantly, which has increased the companies’ operating costs;
- restoration of infrastructure. Due to military operations, many telecommunications infrastructure facilities were damaged, and their restoration requires significant investments;
- expansion and support of networks. Increased consumption of data services requires constant expansion and modernization of the network infrastructure.
Changes in tariffs for operators

From February 5 to March 20, 2025, the operator is revising the terms of a number of tariff plans, including Smart Life, Prosto Life and Free Life. The cost of service packages will increase by an average of 34%. Some tariff plans will be closed for new connections, and existing subscribers will be able to switch to other available tariffs.
Vodafone
Starting January 30, 2025, the operator has increased the cost of some tariff plans by 40-70 hryvnias. For example, the SuperNet Start tariff has risen from UAH 200 to 260 per month, while the amount of Internet traffic has increased from 20 to 25 GB.
The operator also announced a tariff increase starting February 1, 2025. The exact details of the changes were not specified, but it is expected that the cost of services will increase, given the general market trends.
Kyivstar
The tariff increase has already caused concern among subscribers, especially given the economic situation in the country. However, the operators emphasize that the price revision is a necessary step to ensure the stability and quality of services provided. It is expected that tariffs will be adjusted in the future depending on economic conditions and market needs.
