The Ministry of Education and Science of Ukraine has proposed to grant a deferral from conscription during mobilization to some teachers of out-of-school education institutions. This is reported on the website of the Ministry of Education and Science, "Komersant Ukrainian" informs
These are teachers-managers of clubs in scientific and technical, research and experimental, military-patriotic and ecological and naturalistic areas.
As explained by Education Minister Oksen Lisovyi, extracurricular education in these areas is important for the development of Ukraine’s technological, scientific, and economic potential.
“Extracurricular education in these areas plays an important role in developing skills important for the development of Ukraine’s technological, scientific and economic potential. Involving young people in STEM education, scientific and engineering activities, as well as fostering civic engagement is a strategic task of the state that requires the support of professional staff in the field of extracurricular education,” said Lisovyi.
To prevent possible abuses, the Ministry of Education and Science decided that the right to deferment will apply only to employees of state and municipal institutions who work at their main place of employment as of January 1, 2025.
The proposal of the Ministry of Education and Science was approved at a government meeting. The next step is for the Verkhovna Rada to consider it.
Earlier, on April 4, Minister of Culture and Strategic Communications Mykola Tochytskyi proposed that the government extend the reservation to teachers of out-of-school education institutions in the arts and sports. The Cabinet of Ministers supported this proposal but instructed to finalize the draft law.
Earlier this month, the government supported amendments to the draft law on the postponement of mobilization of teachers and students. The amendments to the draft law expand the list of persons who are not subject to mobilization. In particular, this applies to students of vocational schools and professional higher education who started their studies no later than one year before reaching the age limit for being called up for basic military service, as defined in Article 15 of the Law of Ukraine “On Military Duty and Military Service”, as well as those who receive higher education in full-time or dual forms.
In addition, the updated list of those who can receive a deferment includes interns and resident doctors who are studying for the first time at the appropriate level.
The amendments apply to research and teaching staff of higher education institutions, scientific institutions and organizations, as well as teaching staff of state and municipal out-of-school education institutions who, as of 01.01.2025, worked and continue to work at their main place of work in out-of-school education institutions that organize work in environmental, naturalistic, scientific and technical, research and experimental, military and patriotic areas with a workload of at least 0.75 rate.
