The Ministry of Education still does not show the plan of reorganization of universities, which was expected in December

The Ministry of Education and Science of Ukraine is almost 4 months overdue in submitting a plan for the reorganization of state higher education institutions, as required by the relevant committee of the Verkhovna Rada. This was reported by Ukrainian MP Antonina Slavytska, according to Komersant ukrainskyi.

On September 30, 2024, the Verkhovna Rada Committee on Education, Science, and Innovation instructed the Ministry to prepare and submit to them and the Cabinet of Ministers a list of higher education institutions that have already been reorganized, as well as a reorganization plan for 2025, within a month. Since then, nothing has been heard about the list and the plan.

MP Antonina Slavytska sent a request to the relevant committee. They replied that on October 29, the Ministry informed that the plan was still being worked on. Since then, the Verkhovna Rada Committee has not received the requested information from the Ministry.

“As of March 18, 2025, the Committee has not officially received the Plan for the Reorganization of State Higher Education Institutions and Research Institutions for 2025, as well as the notification of the approval of such a plan,”

– the committee said.

However, as the MP notes, the fact that the plan is not provided does not mean that the ministry is not working on reorganization. However, it does mean that the public does not know in which direction the work is moving and what kind of organization the institution has in mind this time.

“As we can see from the answer, this plan is still being “worked out”. But despite its absence, the Ministry of Education and Science, contrary to the opinion of the student body, academic staff, and staff, is selectively and unclearly reorganizing universities based on objective criteria. So what can we expect tomorrow? The merger of the National University named after Yaroslav the Wise with the KPI?”

Reorganization by the Ministry of Education and Science

The reform of the network of higher education institutions (HEIs) initiated by the Ministry of Education and Science of Ukraine has encountered a number of serious obstacles and has been criticized for its lack of consistency. The Accounting Chamber has audited this activity for the period of 2021-2024 and made disappointing conclusions: instead of structural renewal, the country received a series of ad hoc decisions that caused resistance among educators and students.

According to the audit, out of 20 government decisions to reorganize universities, only seven have been implemented. Others are either at different stages of implementation or have not been started at all. Where the consolidation has taken place, employees and students have not felt any positive changes.
