The Ministry of Defence is resuming the appointment of heads of its enterprises on a competitive basis. This was announced by the press service of the Ministry of Defence, Komersant ukrainskyi

Candidates will now be selected by a specialised working group. This will make it possible to attract professional managers and better meet the needs of the Defence Forces.
“This decision actually brings back competitive selection for positions in the Ministry of Defence. Yesterday, the selection panel started its work. This way, we will be able to engage professional and honest managers in shaping the development strategies, management and supervision of our enterprises. This decision will result in better meeting the needs of the Defence Forces in times of war,” said Deputy Minister of Defence Stanislav Haider.
For the period of martial law, the mandatory competition for the positions of CEOs and chairmen of executive bodies of state-owned enterprises has been suspended, with certain exceptions.
The decision of the Ministry of Defence will apply exclusively to enterprises under the operational control of the defence ministry and is aimed at ensuring transparent selection of candidates for senior positions.
The working group will define and approve the criteria for evaluating candidates for these positions for each enterprise separately. At the same time, candidates will be selected on the basis of transparency of the evaluation criteria and requirements for the position, as well as openness of the competition announcements.
It is also planned to involve a professional recruitment company in the selection procedure and invite representatives of international organisations, diplomatic missions, and the expert community to participate in the meetings of the selection working group.
To recap, in December 2023, the Ministry of Defence introduced a new structure responsible for the supply of the Armed Forces of Ukraine – the State Logistics Operator (SLO). Previously, procurement and control of the procurement process and quality were concentrated in one of the MoD departments.
