Ministry of Culture announces a competition to create newspapers for frontline areas

The Ministry of Culture and Strategic Communications has announced a competition to create newspapers for people living in the frontline and de-occupied territories. This is stated in a statement by the Ministry, Komersant ukrainskyi reports
The purpose of the competition
The aim of the competition is to create high-quality information products that will help provide residents of the frontline and de-occupied territories with relevant and socially important information. We are talking about special issues of newspapers that will contain data on security, humanitarian aid, social services, legal rights, and will also promote European and Euro-Atlantic integration.
Who can participate?
The following are invited to participate:
- Creative unions;
- Enterprises, institutions, organizations regardless of their form of ownership;
- Other business entities.
Terms of participation
Submission of theapplication:
- Participants submit an application in printed (2 copies) and electronic forms.
- The application must contain the contact details of an authorized person.
- The application must be accompanied by the documents listed in Annex 1 to the Regulations on the organization and holding of art competitions (Order of the Ministry of Culture and Information Policy of May 14, 2020, No. 1744).
- All documents must be certified by the signatory and submitted in Ukrainian (in case of another language – with a translation).
Electronic submission:
- It is recommended to send the documents to e-mail: [email protected] in the form of an archive or a link to a file sharing service (mail limit – 5 MB).
- Upon confirmation of receipt of the electronic application, the participant agrees on the date and time of submission of the printed version.
Printed submission:
- Address: 19 Ivan Franko St., Kyiv, office. 315.
- Time: from 9:00 to 18:00 (by prior arrangement via e-mail).
Deadline:
- april 10, 2025, by 15:00.
Responsibility:
- The participant is responsible for the accuracy of the information. An incomplete package of documents, inaccurate data, or violation of the deadlines will result in non-admission to the competition.
Stages of the competition
- Stage I (April 14, 2025): Online voting on the official website of the ICSC for projects accepted for participation. Participants submit a synopsis (short description) of the project for posting.
- Stage II (April 22, 2025): Expert evaluation of the submitted projects.
- Stage III (April 24, 2025): Presentation of projects (15-20 minutes) by participants who received an average score of at least 3.5 points. The event will take place at 19 Ivan Franko St., Kyiv (via Zoom).
Requirements for projects
Format:
- A3 newspaper (297 x 420 mm);
- Color: 2 1 (additional color – blue);
- Language: Ukrainian, enlarged font;
- Volume: from 8 pages (5-8 columns per page).
Circulation:
- 15,000 – 20,000 copies (increase is possible by agreement).
Main topics
Information materials should include, but not be limited to, the following topics:
- receiving humanitarian aid;
- updated state support programs;
- socially useful activities of civil society institutions;
- benefits of European and Euro-Atlantic integration;
- positive image of a veteran;
- mental health of the population and provision of psychological assistance to persons affected by the armed aggression of the Russian Federation against Ukraine;
- mine action and protection of the population from explosive devices;
- actions of citizens in case they face cyber fraud and other cyber crimes, as well as explanation of the procedures for applying to law enforcement agencies;
- consolidation of society around the defense of Ukraine;
- reintegration;
- recovery;
- preventing and combating corruption.

Compliance with the requirements of current legislation, including non-discrimination on the basis of a person’s origin, social and property status, race and nationality, gender, education, political views, attitude to religion, language, occupation, place of residence, etc.

- Internally displaced persons (IDPs);
- Children and youth;
- Local authorities and humanitarian organizations.
