Ministry of Culture against KCSA plans to build underground parking on Starokyivska Hill

The Ministry of Culture and Strategic Communications of Ukraine considers the destruction of an archaeological monument of national importance for the sake of building an underground parking lot on Starokyivska Hill unacceptable. This is stated on the ministry’s website, Komersant ukrainskyi reports
The city authorities plan to create a parking lot for 320 cars within the boundaries of several archaeological sites: “Cultural Layer of the City of Yaroslav,” “Kopyriv’s End,” “Settlement and Cemetery on Mount Dytinka,” and “Historical Landscape of the Kyiv Mountains.”
What kind of territory are we talking about?
The land plot on which the underground steam room is planned to be built is located in Kyiv at 13-21 Kyianivskyi Lane.
The site is located in the Central Historical Area of Kyiv (Order of the Ministry of Culture and Historic Preservation of Ukraine No. 599 “On Approval of the Boundaries and Regimes of Use of the Territory of the Historical Areas of Kyiv” dated August 02, 2021), close to the buffer zone of the World Heritage Site “Kyiv: St. Sophia Cathedral and Adjacent Monastery Buildings, Kyiv-Pechersk Lavra” (Order of the Ministry of Culture, Youth and Sports of Ukraine dated 31.01.2020 No. 412), within the State Historical and Architectural Reserve “Ancient Kyiv”, within the protection (buffer) zone of I, II, V categories of the architectural monument of national importance “St. Andrew’s Church” (Resolution of the Cabinet of Ministers of Ukraine of 30.08.2017, No. 659, protection No. 26071-N; Order of the Ministry of Culture of Ukraine of 10.02.2014, No. 65), on the territory of the national archaeological monument “Cultural Layer of the City of Yaroslav” (Resolution of the Cabinet of Ministers of Ukraine of 03.09.2009, No. 928, protection No. 260028-N).
According to the Ministry of Culture and Strategic Communications of Ukraine, the preservation of cultural heritage is an element of national security. The ministry emphasizes that the destruction of an archaeological site of national importance for the sake of building an underground parking lot on Starokyivska Hill is unacceptable.
