on 16 July 2024, the deadline for citizens liable for military service to update their data in the CCP expired. Those who ignored this requirement will be charged a fine. We found out whether violators received fines in the first three weeks after the deadline for updating their data and when notifications in Diia will start working Komersant ukrainskyi
There is currently no way to receive a fine in Diia for failure to update military registration data. This was the answer given by the Ministry of Digital Transformation to a request
“Currently, there is no possibility of receiving fines through the Diia portal for late updating of military registration data,”
– replied Valeriia Tkach, Deputy Director of the Department – Head of the Department.
The department added that changes to the organisational and technical component of the Diia portal will be made subject to the issue being resolved at the legislative level. It is also currently unknown when fines can be received in Diia.
Who will receive a fine in the first place?
Denis Tsypin, the head of Tsypin & Partners Law Firm, in a comment to Kommersant Ukrainsky
“Fines will be imposed on those who directly attracted attention. For example, a person goes to the military registration and enlistment office with a question, they find out that he has not updated his data, and then they are forced to issue a fine because they see a violation.”

It is currently impossible to check every person liable for military service
Moreover, Tsypin adds, there may be many factors related to the failure of the data register system. For example, a person could have come to the CMC, but for some reason, the data update did not go through the electronic system. A person liable for military service could have sent his or her data by email, but it did not reach the responsible person or remained in spam.
“It’s impossible to have some specialists sitting around checking each citizen individually to see if they have provided their data or not. There will be no massive fines by the end of the year. It is impossible from both a technical and legal point of view.”

Earlier, the spokesperson for the Ministry of Defence, Dmytro Lazutkin, explained that bringing to justice for an administrative offence is a certain procedure that can last from three months to a year.
What will be the fine for failure to update data in the transfer pricing system?
If the violator is found, he or she will have to pay from UAH 17,000 to 25,000. For legal entities, if they have unrecorded employees, the cost is higher – from UAH 34,000 to 59,000.
The decision on whether to impose a fine on mobilisation evaders is made by the head of the military registration and enlistment office. You will be able to find out about the fine in the Diia app or by mail at the place of registration.
