Only 39% of fines were paid by violators of military registration rules this year
7 November 11:35More than 21,000 proceedings opened for violations of military registration were recorded in Ukraine in the first 10 months of 2024. This is 2 times more than in all of 2023. These are the data of the Ministry of Justice, Komersant ukrainskyi reports.
According to Opendatabot, only one in three proceedings was closed this year, meaning that the fine was paid. For comparison, 72% of 10,542 fines from the TCC were paid last year.
The overwhelming majority of unpaid fines concern male offenders – 21,161 proceedings, or 99%. However, the number of women who are fined for violating the rules of military registration is increasing. Over the year, the number of proceedings against women increased 1.4 times: from 121 last year to 175 this year.
As you know, on October 1, 2023, military registration became mandatory in Ukraine for women of certain professions aged 18 to 60. In order to avoid a fine, women had to register by July 17, 2024.
What violations are punishable by the MCC?
You can be fined, for example, for:
- refusal to appear at the TCC for registration;
- ignoring the summons to clarify the data;
- evading the summons itself.
What are the fines for violators?
The fine for violation of the rules of military registration: in peacetime – from UAH 3,400 to 5,100; in a special period (including martial law) – from UAH 17,000 to 25,500. The fine must be paid by the violator no later than 15 days after the date of delivery of the resolution imposing the fine. In case of non-payment within this time, the fine order is sent for enforcement to the enforcement service at the place of residence, work or location of the violator’s property.

How can someone who fails to pay a fine be punished?
Debtors are subject to a number of restrictions, such as opening new bank accounts, blocking current ones, not being able to register various transactions through notaries, etc. At the same time, such penalties also have image implications, as the register is public, and therefore the information in it can be checked, in particular, by employers when hiring.
