Kyivstar Cloud is already in Ukraine: will it replace Amazon and Azure for the state?

In June 2025, Kyivstar mobile operator officially presented its new strategic product, the Kyivstar Cloud cloud platform, focused on the needs of Ukrainian businesses, government agencies, and digital transformation projects. This was reported by "Komersant Ukrainian" with reference to the official website of the national mobile operator.
This decision was not only a logical continuation of the company’s digital strategy, but also one of the most notable attempts to create a local alternative to foreign cloud services in a war economy and information security threats.
What is Kyivstar Cloud?
Kyivstar Cloud is a flexible cloud platform that allows Ukrainian enterprises, government agencies and developers to create virtual servers, store data, deploy business systems (CRM, ERP), test software, set up environments for remote work, etc. The service supports full integration with global public clouds. In particular, Microsoft Azure and Amazon Web Services (AWS), which allows implementing a hybrid model: part of the data is stored locally, and part is stored in the cloud.
The platform is based on server hardware from Hewlett Packard Enterprise (HPE), one of the global leaders in cloud infrastructure and edge-to-cloud technologies. This technical basis guarantees stability, scalability, and a high level of security.
What tasks does the service solve?
Kyivstar Cloud opens up great opportunities for businesses of all sizes:
- easy scalability and customization to meet the needs of small and large businesses;
- affordable price, no traffic billing due to local placement;
- support for hybrid and multi-cloud models – Kyivstar Cloud can be combined with public and private clouds from different providers, such as Microsoft Azure or Amazon Web Services;
- flexibility in building your own infrastructure. Kyivstar Cloud will allow you to independently create and administer a server, virtual machines, an environment for remote access to programs, host CRM, ERP and other systems, store company data, deploy or test software, etc;
- solutions based on Kyivstar’s technical infrastructure, which provides backup power, air conditioning, fire protection, and server support;
- support and maintenance of the technical assistance team.
In particular, the service can potentially be used as a basis for the development of national e-services: digital government platforms, medical systems, online education, telemedicine, tax services, city ASCs, etc.

According to Ilya Poltakov, Kyivstar’s director of new business development, Kyivstar Cloud was created in response to the high demand from Ukrainian companies for reliable cloud solutions that do not require external data centers abroad.
We provide customers with the opportunity to deploy their own infrastructure on a Ukrainian platform with reliable support and protection. This solution significantly reduces the cost of cloud adoption and meets the requirements of regulators,” said Poltakov.
The company emphasizes that Kyivstar Cloud is a fully localized solution that allows data to be stored within Ukraine, which is especially important for government agencies, financial institutions, and critical infrastructure operators.
Context and strategic importance
The cloud service was a logical step in Kyivstar’s digital transformation.
The company is already implementing a number of innovative projects, including developing a partnership with Starlink for satellite coverage of hard-to-reach regions, cooperating with AWS in the field of artificial intelligence, and opening its own AI Lab at the end of 2024. The operator is also investing in the energy independence of its telecom infrastructure, modernizing its networks and preparing for the rollout of 5G.
All of these are elements of one big strategy centered on the creation of Ukraine’s digital autonomy.
