A preventive measure was imposed on the director of a Kyiv-based company that was awarded a contract to build a bridge in Mykolaiv region. He is suspected of embezzling almost UAH 40 million through abuse of office. This was reported by Komersant ukrainskyi with reference to the press service of the Central District Court of Mykolaiv.
According to the case file, the director of the company won a tender for the construction of a bridge crossing in Voznesensky district, which provided for a deal worth more than UAH 44 million.
However, without actually performing the work, the suspect entered false information into official documents on the scope of work performed and its cost, which were submitted to the Department of Urban Development, Architecture, Capital Construction and Development Projects Support of Mykolaiv Regional State Administration to receive payment.
As a result, more than UAH 39 million was transferred from the Department’s account to the company’s account for work that had not been completed.
During the court hearing, the suspect and his defence lawyer insisted that there were no sufficient risks to impose a strict preventive measure and proposed to set bail at UAH 242,240. However, after examining the case file and hearing both sides, Judge Halyna Podzigun ruled to impose a preventive measure in the form of detention with the possibility of bail in the amount of UAH 40 million.
Nikcenter writes that the case is likely to be about a tender for the construction of a bridge across the Southern Bug River between the villages of Bohdanivka in Domanivsky and Kostiantynivka in Arbuzynsky districts. The tender was announced in November 2023, and the work was to be completed by December this year. The only bidder was a private small business, Mirazh, whose director is Ivan Ivanchenko.
The State Audit Service audited this tender in early 2024 and found irregularities. In particular, the tender documents were not drawn up in accordance with the law. Also, the State Audit Service pointed to the violations as “failure to reject tender proposals that were subject to rejection by the customer in accordance with the law”.
