The large-scale landscaping was carried out on a subcontract basis by the municipal enterprise for the maintenance of green spaces in Sviatoshynskyi district under an agreement with Eco Company Service LLC.
The customer provided the planting material for the landscaping, and tree planting began on October 23, 2024, when the company signed a contract for the work, the KCSA said in a response.
How much did the planting of almost half a thousand trees cost? According to official data, Eco Company Service has been contracted to plant 450 trees on the distribution lane of the Great Ring Road in Kyiv. However, funding issues remain unclear: The Kyiv City State Administration did not provide information on specific costs, citing restrictions of the Budget Code.
“Yes, we are planting 450 trees, but the general contractor is a private company, ONUR CONSTRUCTION INTERNATIONAL, the customer of Kyivavtodor. Therefore, we, as contractors, have no right to disclose such information: what costs how much,” said Yevhen Didovets.
How Eco Company Service, a newly established company, received millions in revenue from the budget
Eco Company Service is one of those companies that, in wartime, receives significant funds for government orders, including for landscaping in Kyiv. The company was founded quite recently, in January 2022, and in a short time has demonstrated rapid growth. What is behind the success of the company headed by Yevhen Didovets?
Officially, Eco Company Service is engaged in an extremely wide range of activities: from landscaping to car sales. Among the declared areas of activity are plant cultivation, road construction, installation of water supply networks, vehicle sales, repair of industrial equipment, landscape services, and even waste disposal. Despite the variety of services, the company has only five employees.
Eco Company Service’s financial performance is notable for the difference between its first and second year of operation. While in 2022 the company’s revenue amounted to UAH 494,400, in 2023 the company recorded revenues of over UAH 87 million. Net profit increased similarly: from UAH 10,900 to UAH 540,300.
Eco Company Service’s tender contracts amount to millions of hryvnias. The main customer is Kyivzelenbud, which accounts for the largest share of funding. The agreement with this utility company brought Eco Company Service more than UAH 3.2 million.

It is known that Onur Construction International LLC was founded in 2004 in Lviv, and its main specialization is the construction of roads and highways. However, the company is not limited to this. In recent years, Onur Construction International has become one of the largest contractors in government road construction tenders. According to the tender documentation, the company has signed a number of multimillion-dollar contracts with local and national government organizations. The authorized capital of Onur Construction International is UAH 2,165,871, which allows it to participate in the largest tenders.
