“Kyiv is no exception”. Is the State Audit Service able to conduct a financial audit of the city budget?

The State Audit Service is able to conduct a state financial audit of the Kyiv city budget.
This was stated by the Head of the State Audit Service of Ukraine, Alla Basalaeva, answering the question of the online publication Glavkom about the possibility of conducting an audit of Kyiv after law enforcement agencies exposed corruption schemes in the land and budgetary spheres of the capital, reports
According to Alla Basalaeva, the procedure and organization of local audits by the State Audit Service is regulated by a special resolution of the Cabinet of Ministers. And the city of Kyiv is no exception.
“The capital falls under the general rules for conducting audits of local budgets, just like the rest of Ukraine’s cities. And we have a legal opportunity to conduct such a control measure, all the means and tools, and a large and professional staff. That is, nothing prevents us from coming in and checking the efficiency of spending of the city budget funds by the Kyiv authorities,” the Head of the State Audit Service said.
During the presentation of the Public Report on the results of the activities of the State Audit Service of Ukraine and its interregional territorial bodies for 2024, Alla Basalaeva emphasized that in 2025 local budgets will be under special attention of auditors.
What is known about the corruption scandal in Klitschko’s team?
The day before, Kyiv Mayor Vitali Klitschko reacted to the latest high-profile news concerning, among other things, the capital’s land sector and announced large-scale layoffs. He noted that the city provides law enforcement with all the requested documents and cooperates with the investigation. Also, according to the mayor, a package of Kyiv City Council decisions is being prepared to prevent such abuses in the future. Decisions are also being prepared to reorganize the structural units of the Kyiv City State Administration, Klitschko added.
Also, Kyiv City Council Secretary Volodymyr Bondarenko appealed to Kyiv Mayor Vitali Klitschko to remove him from his duties related to the preparation and holding of plenary sessions during the pre-trial investigation into the Komarnitsky tapes.
As you know, Kyiv City Council Secretary Volodymyr Bondarenko is a witness in the Komarnytsky tapes case. Earlier, his voice was recorded on the NABU wiretap from the office of former Kyiv City Council member Denys Komarnytskyi, who is accused of leading a criminal organization involved in land deals in the capital.
