Mobilization control through banks: accounts of thousands of Ukrainians blocked

In Ukraine, as of the end of March 2025, bank accounts of 26,000 citizens were blocked due to violations of mobilization rules. This decision was made as part of strengthening control over the performance of military duty under martial law, Komersant ukrainskyi reports, citing an article by RBC-Ukraine.
Accounts are blocked as a temporary measure for people who evade mobilization, fail to report to military commissariats or fail to fulfill other obligations under the law. This decision is made in accordance with new regulations that provide for increased liability for violations of military registration and mobilization requirements.
It does not apply to citizens who have legal grounds for deferment of service or are already performing military service. The procedure also does not apply to people who have provided relevant documents about their whereabouts or health status.
According to the source, the blocking of accounts is part of a broader strategy aimed at increasing accountability for mobilization evasion. After fulfilling their military duty or regularizing their status, accounts can be unblocked. However, individuals who ignore legal requirements may face additional sanctions.

According to to the information of of the open platform Opendatabot, the number of overdue and unpaid fines for violation of the rules of military registration from the TP companies in Ukraine is growing rapidly. Since the beginning of the year, about 10,000 proceedings have been opened for unpaid fines – almost as many as for the entire year of 2023.

However, Ukrainians are in no hurry to pay fines: only one in two proceedings opened last year was closed. The most active fines are being issued in Dnipropetrovs’k region this year.

Every second fine was issued to people aged 25-35. Another 38% of proceedings are against people aged 36-45.

Men aged 18 to 60 who have not updated their data in the CC and JV or are not registered for military service face a fine of UAH 17,000 to 25,500 during martial law or for repeated violations, a rule introduced last year. Before that, the fine amount was UAH 1,700. The fine for citizens is UAH 17,000 to 25,500, and for officials and legal entities – from UAH 34,000 to 59,000.
If the fine is not paid on time, the amount is doubled after the case is transferred to the executive service. At the same time, payment of the fine does not exempt from fulfillment of the obligation that was violated, i.e. from the need to comply with the rules of military registration.
As a reminder, in early January 2025, the Verkhovna Rada adopted in the first reading draft law No. 12093, which proposes to provide citizens with a 50% discount when paying a fine for late updating of military registration data.
What can I be fined for?
Fines may be imposed for the following violations
- failure to register or update data in the CMC in a timely manner;
- ignoring summonses to undergo a medical examination or mobilization activities;
- violation of the military registration procedure by employers;
- failure to notify of a change of residence or other important circumstances;
Mechanism for imposing fines
The decision to impose a fine is made by the MCC or the relevant authorities that keep records of persons liable for military service. In case of refusal to pay the fine voluntarily, it may be enforced through the judicial system.
Possibility of appeal
Persons who consider the imposed fine to be unreasonable have the right to appeal it administratively or in court.
