The competition is coming: who and how will elect new members of the Accounting Chamber

The government has received proposals from international organizations for three candidates for the advisory group of experts that will select candidates for the positions of new members of the Accounting Chamber. This was reported by the head of the Parliament’s Budget Committee Roksolana Pidlasa, "Komersant Ukrainian" reports.

These proposals are to be officially submitted to the Parliament in the near future.

Roksolana Pidlasa reminded that the advisory group of experts will consist of 6 people, three from international organizations and three from the Verkhovna Rada. Moreover, international experts will have a predominant right to vote.

Who will evaluate the candidates for the Accounting Chamber?

International organizations have proposed the following experts to join the advisory group of experts:

– Igoršs Ludborjs, Latvia, member of the European Court of Auditors, certified auditor since 1994.

– Pascal Mounier, France, Senior Auditor of the French Court of Auditors. He has 24 years of audit experience.

– Lee Summerfield, United Kingdom, Director at the National Audit Office of the United Kingdom. He has 25 years of experience in auditing government programs, particularly in the defense sector.

What is the further algorithm of actions

As Roksolana Pidlasa explained, the Budget Committee will prepare a resolution on the composition of the advisory group of experts within a week of officially receiving the letter from the Government.

Then, the Parliament will have to select Ukrainian experts by rating voting and approve the resolution on the composition of the advisory group of experts. The MP expressed hope that these two stages would take place during the next plenary week.

After that, within a week of the vote in the Parliament, the acceptance of documents from candidates for the Accounting Chamber members should begin. This stage will last for 30 days.

So, according to Roksolana Pidlasa, everyone who wants to participate in the competition can already prepare their documents.

What about the competitive selection process?

The competition will be held for six vacant positions of the Accounting Chamber members.

Roksolana Pidlasa reminded that a member of the Accounting Chamber can be a citizen of Ukraine, not younger than 30 years old, who speaks Ukrainian and English/French, has at least a master’s degree, a total work experience of more than 7 years, more than 5 years of experience in the field of state control (audit), economics, finance or law and an impeccable business reputation.

The Advisory Group of Experts has no more than 9 months to review the documents, conduct tests and interviews, obtain the results of the special inspection and propose a pool of honest and competent candidates (at least two people for each vacancy) to the Verkhovna Rada.

At the end of last year, the law amending the Law of Ukraine “On the Accounting Chamber” came into force.

Among its main innovations is the introduction of a transparent and competitive competition with a predominant right to vote of international experts for the selection of new members of the Accounting Chamber.

The new law also establishes the political and financial independence of the Accounting Chamber, reduces the number of Chamber members from 13 to 11, and gives the Accounting Chamber the authority to conduct audits of local budgets and municipal enterprises, extra-budgetary funds, funds received from international partners, as well as consolidated financial statements of public sector entities and budgets.

In addition, the law obliges the Accounting Chamber to undergo an external assessment of its activities every five years and establishes a special procedure for such an assessment.

The law also establishes clear parliamentary procedures, whereby the specialized committees of the Verkhovna Rada are obliged to review the reports of the Accounting Chamber and monitor the implementation of its recommendations.
