In February, a set of binding rules and regulations will be developed for military personnel of the military training centers that they must follow in the process of dealing with persons liable for military service. According to him, these rules will be brought to all military training centers in order to prevent human rights violations and not to stir up society.
“We are now starting work on developing compliance. That is, a set of rules on how the military personnel of the TCCs should comply with certain norms, policies, and rules for the treatment of persons liable for military service. This should also be mandatory for everyone. People will think about how to behave, how to carry out their work in a way that does not violate human rights and does not stir up society,” emphasized Sarantsev.
He also called it “one of those sensitive points that the enemy puts pressure on and makes the most of.”
“Unfortunately, the TCC sometimes shows negative behavior. But it does not go unnoticed and does not go unpunished. Investigations are conducted and appropriate conclusions are drawn. But what does the enemy do? He simply scales up these issues and escalates them,” said the head of the Communications Department of the Land Forces Command of the Armed Forces of Ukraine.
In this regard, he also mentioned the terms “busification” and “ludovites,” which, according to the military, are an element of Russian ISIS.
“As for the term ‘busification’ – to be honest, I would like it to disappear from our vocabulary altogether. Especially since it also came to us thanks to the enemy’s information work against us. Words like “busification” and “ludovites” – are all elements of the Russian IPSO. No matter how it may sound now, “Russian IPSO” is already becoming a meme. However, it is all very easy to get used to,” said Vitaliy Sarantsev.

The list of rules for employees of the trading center will not be limited to the list of rules
The harsh and highly questionable actions of the CCC employees, thousands of complaints from conscripts they “busied”, and numerous videos on the Internet have done their job. At the end of January, the Verkhovna Rada registered and is currently considering a draft law (No. 12442) on amendments to the Criminal Code of Ukraine to introduce criminal liability for violations of the legislation on defense, mobilization preparation and mobilization committed by heads of territorial recruitment and social support centers, heads and members of military medical commissions.
The draft law proposes to supplement the Criminal Code of Ukraine with new articles 3371 “Violation of the procedure for conducting a medical examination (military medical examination) to determine fitness for military service” and 4262 “Violation by a military official of the procedure for conscription (acceptance) of citizens for military service”, which would provide for criminal liability for
– heads and members of military medical commissions for intentional violation of the procedure for conducting a medical examination (military medical examination) to determine fitness for military service, which led to both illegal conscription of citizens for military service and their evasion (exemption) from military service
– officials of territorial centers for recruitment and social support for violation of the procedure for conscription of citizens for military service, which led to their intentional conscription or evasion from military service.
For example, an official of a recruiting center will face service restriction for up to two years or detention in a disciplinary battalion for the same period, or imprisonment for up to five years.
Also, as noted by MP Oleksandr Bakumov, whose opinion was cited by

– at the request of a citizen, introduce themselves and show their service ID;
– not to use special measures, including anti-terrorist, intelligence, etc., without justification, in order to fulfill mobilization tasks;
– any actions aimed at restricting the rights and freedoms of citizens must be carried out by police officers in accordance with the law.
And this list of rules and regulations can still be expanded in the process of working on the draft law.
