The draft state budget of Ukraine for 2025 envisages a significant reduction in funding for the State Film Agency, reducing it by 69.2% compared to the previous year. This was reported by Interfax-Ukraine, according to Komersant ukrainskyi
According to draft law No. 12000, which was registered on the parliament’s website on 14 September 2024, UAH 204.1 million is proposed to be allocated for the State Film Agency in 2025. Of this amount, UAH 30.4 million is earmarked to finance activities related to the management and administration of the film industry. The remaining 173.7 million hryvnias will be allocated for state support for cinematography, including important projects to document war crimes.
For comparison, in 2024, the Ukrainian State Film Agency received three times the amount – UAH 663.4 million. Of this amount, UAH 28.7 million was spent on management and governance in the cinematographic sector, and the bulk of the budget – UAH 634.7 million – was allocated to support cinematography, including the documentation of war crimes.

This means that the budget for documenting war crimes has been cut even more than the entire film industry – by almost 4 times.
The draft law on the state budget, which cuts spending on cinema by three times, was registered in parliament on 14 September, the Day of Ukrainian Cinema.
Cinema is an important means of propaganda in times of war, but it is worth noting that our enemy, Russia, has a similar situation with film funding. Thus, state subsidies to the Cinema Fund in 2024 amounted to 9.4 billion rubles, and next year they are scheduled to be reduced to 6.8 billion rubles. However, this reduction is not as significant as in Ukraine.
