In Ukraine, the number of reservations for mobilisation has reached 930,000, and in a week this figure may exceed 1 million. This was announced by Deputy Defence Minister Ivan Havryliuk, Komersant ukrainskyi reports citing Forbes Ukraine.
Gavryliuk noted that the current mobilisation does not cover the needs of the army, as mobilised people become combat-ready only after 3-6 months.
Gavryliuk stressed that in order to effectively defend the state, it is necessary for some to fight and others to work for defence.
According to the deputy minister, the economy should be switched to a military mode, but currently only a few companies in Ukraine work in three shifts. He also noted that support remains at the current level and will not be increased.
In addition, Havryliuk pointed out that Russia continues to increase its presence in the occupied territories of Ukraine. While at the beginning of the year the aggressor country’s group consisted of 440,000 people, this number has now increased to around 600,000, and is expected to grow to 800,000 by the end of the year.
It is worth noting that large internet service providers and mobile operators will now be able to book all their employees.
Earlier it was reported that companies that are critical to meeting the needs of the Armed Forces of Ukraine (AFU) and other military enterprises, companies in the fuel and energy and defence industries, as well as companies involved in the construction of fortifications or implementing international technical assistance projects, can book 100% of their employees.
Criteria for enterprises critical to the economy
Cabinet of Ministers Resolution No. 76 sets out the criteria for recognising an enterprise as critical to the functioning of the economy and the livelihoods of the population during a special period:
- the total amount of taxes paid exceeds the equivalent of EUR 1.5 million;
- the amount of foreign currency revenues exceeds the equivalent of EUR 32 million;
- the company is of strategic importance for the economy and security of the state according to the list;
- the enterprise is important for a sector of the national economy or for meeting the needs of the territorial community;
- no arrears in the payment of a single contribution to the obligatory state social insurance;
- the average salary of insured employees at the enterprise for the last calendar quarter is not less than the average salary in the region for the fourth quarter of 2021;
- the company is a resident of Diia City.
An enterprise is recognised as critical if it meets at least two criteria. Such enterprises can book 50% of their employees, or more “in case of a reasonable need”.
The government has also approved a list of NGOs that have received 100% reservation from mobilisation.
