Who is Kozitsky?
Probably, we are talking about the head of the Lviv Regional State Administration Maksym Kozytskyi.
He is also the head of the regional organization of the Servant of the People party and the Chamber of Regions of the Congress under the President of Ukraine. His activities are accompanied by a number of corruption scandals.
The Kozytsky family owns businesses in the oil and gas and energy sectors. Since 2017, their companies have won tenders for more than UAH 7.5 billion, including from state-owned enterprises. They also transferred UAH 2.7 million to the Servant of the People in 2019.
The construction of a road to Kozytskyi’s father’s hotel in Skhidnytsia, partially financed from the state budget (UAH 25 million), became scandalous. The NABU is investigating this case as a conflict of interest.
In addition, the family’s partnership with Czech billionaire Karel Komarek aroused suspicion due to his ties to Russia. In August 2024, the court ordered the SBU to investigate this cooperation.

At the same time, he shared the publication of journalist Yuriy Doshchatov, who published his version of the development of events at Naftogaz.
“There are reasons to believe that Vasyl Volodin, a member of the company’s board, will stay as acting head of the NJSC for some time. The company’s supervisory board should appoint an acting CEO in the near future. And then the competition will be open and transparent. Volodin has been on the Board of NJSC since January 2023. Prior to that, he was the head of the Kyiv Regional State Administration, and then worked in the Ministry of Regional Development, which was headed by Chernyshov,” Yuriy Doshchatov writes
At the same time, MP of the 8th convocation, secretary of the Verkhovna Rada Committee on Fuel and Energy Complex, Viktoriia Voitsitska, expressed doubts about the change of the head of Naftogaz, writing on her Facebook page:
“And who will be the suicidal person who will now agree to head Naftogaz?” asks Viktoriia Voitsitska
Thus, possible personnel changes at Naftogaz of Ukraine raise many questions. Among the possible candidates are Maksym Kozytskyi, a figure with a mixed reputation, and Vasyl Volodin, who may temporarily head the company until the competition is held. At the same time, there are skeptical voices pointing to the complexity of the tasks and risks for the future head of Naftogaz, given the crisis in the industry and the high level of responsibility.
It remains to be seen whether there will be a candidate ready to take on this challenge and whether the Supervisory Board will ensure a transparent competition to select the best specialist for this position.
