Kharkiv region will receive UAH 2.7 billion for school shelters. The total amount for Ukraine is much higher
5 December 16:49The government has allocated a record UAH 2.7 billion for the construction and reconstruction of shelters in educational institutions in Kharkiv region. Prime Minister of Ukraine Denys Shmyhal announced this today during an inspection of the construction and reconstruction of shelters in educational institutions in the Kharkiv region, Komersant ukrainskyi reports.
In particular, the head of government visited the construction of a protective structure at one of the lyceums in the Kharkiv region, where almost five hundred students study. He also got acquainted with the shelter of another lyceum, which was equipped with the support of the Belgian Government.
In addition, Denys Shmyhal inspected the construction of a shelter for a pre-school education institution. This building will have 4 main classrooms, a medical center, a dining room, and sanitary rooms. The kindergarten itself will be equipped with two centralized power sources and a generator.
The Prime Minister emphasized that the construction and reconstruction of shelters in educational institutions is a priority for the government, and reminded that a record UAH 2.7 billion has been allocated to Kharkiv region.
How much do shelters cost in Ukraine?
The YouControl.Market team of analysts decided to analyze all winning public procurements with the word “shelter” and found out that between 24.02.2022 and 19.11.2024, 46,088 tenders with the word “shelter” were held in the Prozorro procurement system, where the winners were determined. In total, over UAH 31.3 billion was won in these tenders during the 1000 days of war.
According to the YC.Market system, the largest amounts of winning public procurement tenders for shelters were won by businesses from Kyiv and Kyiv region: Kyiv – UAH 7.2 billion (23% of the total amount), Kyiv region – UAH 4.2 billion (13%). That is, more than a third of all such procurements are made in the capital region.
Among the leading regions is also Dnipropetrovska oblast: almost UAH 3 billion of winning tenders, which is about 10% of the total volume in Ukraine. It is followed by Odesa region (UAH 2.2 billion / 7%), Kharkiv region (UAH 1.9 billion / 6%), Zaporizhzhia region (UAH 1.6 billion / 6%) and Lviv region (UAH 1.1 billion / 4%).
The lowest number of winning tenders in the sample was in Luhansk region (UAH 0.0002 billion / 0.0%), Zakarpattia region (UAH 0.1 billion / 0.4%), Khmelnytskyi region (UAH 0.3 billion / 1%), Ternopil region (UAH 0.3 billion / 1%) and Kirovohrad region (UAH 0.4 billion / 1%).
The most expensive construction projects with shelters
According to the YouControl.Market system, the most expensive tender in the sample is the construction of a radiation shelter for the Fortuna educational complex No. 183, which, according to the Prozorro portal, is to be built in the capital by CONSTRUCTION CITY K LLC for UAH 297.8 million by December 28, 2025.
Next, I.B.K. Development LLC received a tender for almost UAH 232 million for the construction of a radiation protection shelter for gymnasium No. 236 in the Holosiivskyi district of Kyiv.
Another radiation shelter will be built by PJSC UKRATOMENERGOBUD in Holosiivskyi district for UAH 222.7 million, and CREATOR COMPANY LLC will build a radiation shelter in the same district of the capital for UAH 198 million.
Interestingly, legal entities won most of the tenders, namely 88% (UAH 27.6 billion) of the total amount, while the share of individual entrepreneurs amounted to 12% (UAH 3.6 billion). At the same time, individual entrepreneurs are the leaders in terms of the number of tender winners, having won more than half of all tenders – 53%.
