Personnel in short supply: employers are increasingly willing to hire people without experience

In April, the number of vacancies crossed the 100,000 mark for the first time in five months, and employers are ready to hire a person with no experience for almost half of them. This is according to a study by the Work.ua portal, "Komersant Ukrainian" reports.

Employers have posted 102,814 job offers on Work.ua, 4% more than in March. However, despite the overall rise in the labor market, there are fewer jobs in the frontline regions.

The regional dimension of the labor market

The situation with vacancies in the regions is asymmetrical. The largest job growth is in Kirovohrad (plus 13% compared to March), Chernihiv (plus 10%), Volyn (plus 9%), Odesa (plus 7%), and Khmelnytsky (plus 6%) regions.

On the other hand, there were fewer vacancies in the frontline regions: Kherson (minus 7%); Donetsk (minus 4%); Zaporizhzhia (minus 3%); Sumy (minus 1%).

Employers offer seasonal work

The largest category by the number of vacancies is “Working specialties, production”. Here, job seekers are offered 18,040 vacancies (plus 5% compared to March). Also among the leaders:

“Service sector” – 17,648 job offers, plus 10% compared to March;

“Retail trade – 12,427, plus 6%;

“Sales, purchasing – 12,018, plus 0.5%;

“Logistics, warehouse, foreign trade – 10,445, plus 3%;

“Hotel and restaurant business, tourism – 9,637, plus 14%.

The latter category has seen the largest increase in vacancies. For the second month in a row, employers have been actively preparing for the summer season. They are posting more vacancies for dishwashers (up 36%), bartenders (up 18%), waiters and maids (up 17%). Seasonal work is also appearing on the labor market, with camp counselors, teachers, and animators usually being sought.

Where labor was most needed

The companies that hired the most workers in April are traditionally retailers:

“Aurora – 1,218 vacancies;

“Fora – 1,061;

“Nova Poshta – 962;

“Silpo – 883;

EVA – 855;

NOVUS – 845.

April features of the labor market

In April, employers expected job seekers to have work experience in 56% of vacancies. Accordingly, 44% of offers are suitable for beginners. For comparison: a year ago, the number was 39%. Presumably, in order to overcome the shortage of personnel, employers are increasingly willing to reduce requirements for candidates and invest in their training.

Another trend is an increase in the number of jobs for students. For 25% of vacancies, companies are ready to hire people who are simultaneously pursuing their education.

However, remote work as a tool for attracting more candidates seems to be less in demand among employers. In April, the number of remote vacancies increased by only 1%.

Competition in the market is decreasing, but not critically

In April, the number of candidates on Work.ua and the average number of responses to a job per month decreased compared to March. However, both indicators are still higher than they were in 2024. This is undoubtedly good news for employers.

Among the regions, competition is highest in Kyiv, Lviv, Vinnytsia, Odesa, and Kharkiv. The lowest is in Kherson, Zakarpattia, Chernihiv, and Sumy regions.

In April, in terms of the number of resumes, the most popular positions were the following: sales manager, sales assistant, administrator, office manager, customer service manager, driver, accountant, cashier, contact center operator, HR manager, bartender.

Salaries are good – their average rates are growing every month

Since the beginning of 2025, the trend has continued: the average salary has increased by UAH 500 every month. April was no exception – the figure rose to UAH 24,500.

In particular, the salary offer is growing in the following categories:

“Transport, auto business” – UAH 35,000, plus 8% compared to March;

“Sales, purchasing – UAH 32,500, plus 5%;

“Law – UAH 25,000, plus 5%;

“Insurance – UAH 25,975, plus 4%.

As before, the highest salaries are offered for vacancies in the Defense Forces, in the IT sector, and for managerial positions. Outside of these areas, media buyers (UAH 65,000), brokers (UAH 60,000), orthodontists (UAH 58,750), endodontists (UAH 55,000), international drivers (UAH 55,000), battery operators (UAH 52,500), realtors (UAH 52,500), and traders (UAH 52,500) have higher than average incomes.
