Personnel shortage: critical enterprises will be allowed to temporarily hire men without being registered in the TCC

The Verkhovna Rada will consider draft law No. 13335, which will allow temporary reservation of men liable for military service who are not registered with the Military Registration and Enlistment Committee, do not have military registration documents or are even wanted, to work at critical enterprises. This is reported by the Judicial and Legal Newspaper, "Komersant Ukrainian" reports.
The initiators are a group of MPs led by David Arakhamia (Servant of the People), including Oleksandr Zavitnevych, Roman Kostenko and Oleksandr Fediyenko.
What is proposed?
- To temporarily allow the issuance of armor to employees of companies that are liable for military service:
- do not have or have an improperly executed military registration document,
- are not registered for military service,
- have not updated their personal data as required by Law No. 3633-IX,
- are wanted by the Criminal Code (except as provided for in Articles 336 and 337 of the CCU).
Thereservation period is up to 45 days from the date of the employment contract. This mechanism is available only once a year for each employee.
Why is this necessary?
The authors explain that during wartime, defense companies and critical institutions face staff shortages. Often, employers are unable to make reservations in time because employees receive summonses before the decision to hire them is made.
What else is provided for?
- It is conditionally allowed to conclude an employment agreement with an employee without proper military documents – for the duration of the probationary period.
- If the employee fails to organize the documents during this time, he or she may be dismissed at the employer’s initiative.
- Such actions will not be considered a violation by the company or institution.
This decision is aimed at temporarily resolving the staffing crisis in key industries, especially in the defense industry, during martial law.
