The Ukrainian government has changed the rules for crossing the state border for certain categories of citizens. The relevant resolution of the Cabinet of Ministers of Ukraine (CMU) No. 213 of February 25, 2025, has entered into force, Komersant ukrainskyi reports, citing the State Border Guard Service.
From now on, during the legal regime of martial law, male citizens of Ukraine aged 18 to 60 transporting medical supplies and humanitarian aid will be allowed to cross the border on a general basis.
This means that they will no longer have special permits that were previously issued by the relevant state authorities.
What has changed
Previously, the Ministry of Communities and Territories Development of Ukraine, as well as regional and Kyiv city military administrations, had the authority to make decisions on the departure of drivers who were transporting for the needs of the Armed Forces of Ukraine, other military formations, as well as medical and humanitarian cargo.
This provision has now been canceled, and all drivers are subject to the general rules for traveling abroad.
