The Cabinet of Ministers simplified bureaucratic procedures for the restoration of hydroelectric power plants

At a meeting on December 24, the Cabinet of Ministers approved a pilot project to restore hydroelectric power plants damaged by Russian aggression. This was announced by the government’s representative in parliament, Taras Melnychuk, Komersant ukrainskyi reports

The project is designed for two years and aims to optimize and accelerate the recovery process.

It is stipulated that in order to optimize the timeframe for the restoration of hydropower facilities destroyed or damaged as a result of Russia’s armed aggression, design and construction work on the restoration of hydropower facilities of critical infrastructure in the fuel and energy sector can be carried out simultaneously.

The government’s decision allows Ukrhydroenergo to simultaneously carry out design and construction work.

The procedure for the restoration and construction of hydropower plants is simplified, as it does not require

  • obtaining urban planning conditions and restrictions on land development,
  • research of archaeological heritage sites,
  • obtaining a report on the results of the construction project examination,
  • obtaining the right to perform construction works,
  • approval by the State Agency of Water Resources and the State Service of Geology and Mineral Resources,
  • use of the Unified State Electronic System in the field of construction and registration of property rights to cultural heritage sites.

Missile attack on the Dnipro hydroelectric power plant

on March 22, Russia carried out the most massive combined shelling of Ukrainian cities and facilities. In particular, it hit DniproHES and other energy facilities in Ukraine.

Ukrhydroenergo reported direct hits to HPP-1 and HPP-2.

Later it became known that eight Russian missiles had hit the Dnipro HPP. The plant is in critical condition.

In addition to the plant itself, the surrounding area was damaged, including the roadway and some other facilities, which also affects the operation of the plant.

on March 25, Ukrhydroenergo said that it would take years to restore DniproHES.
