Cabinet of Ministers approves dismissal of Sumy and Luhansk RSA heads and appoints new ones

The Cabinet of Ministers has approved the dismissal of Volodymyr Artyukh from the post of head of the Sumy regional state administration and Artem Lysohor from the post of head of the Luhansk regional state administration. Oleksiy Kharchenko will become the new head of Luhansk Regional State Administration and Oleh Hryhorov will become the new head of Sumy Regional State Administration.


This was reported in Telegram by the government’s permanent representative in the Verkhovna Rada, Taras Melnychuk, Komersant ukrainskyi reports.

“The Cabinet of Ministers has agreed to dismiss Volodymyr Mykolayovych Artyukh from the post of head of the Sumy Regional State Administration,” he wrote.

Melnychuk added that the government also approved the dismissal of Artem Lysohor from the post of head of the Luhansk regional state administration,

At the same time, the Cabinet of Ministers approved the appointment of Oleksiy Andriyovych Kharchenko as the head of the Luhansk regional state administration, Oleh Oleksiyovych Hryhorov as the head of the Sumy regional state administration, and Ruslan Yuriyovych Oliynyk as the deputy head of the Kyiv regional state administration.

What is known about Oleksiy Kharchenko?
Prior to his appointment to this position, he was the head of the Sievierodonetsk City Military Administration in 2024.

He is originally from Uzbekistan. He graduated from the National Academy of the State Border Guard Service of Ukraine and studied at Zhytomyr State Technological University. He has a doctorate in philosophy.

According to the Chesno movement, in 2020, he was elected to the Zhytomyr City Council of the 8th convocation from the Servant of the People party. In 2023, Kharchenko was deprived of his deputy powers at his own request. In 2022, according to local media, he was the only member of the city council who did not attend a single meeting of the standing committee.

Prior to that, he worked at the State Inspectorate of Architecture and Urban Planning of Ukraine. First as a chief specialist, and later he headed the Department of State Architectural and Construction Control.

From 2008 to 2015, he served as an officer and manager of the State Border Guard Service of Ukraine, from which he resigned at his own request. He is a participant in hostilities. He was also a member of the Volya party.

Who is Artem Lysohor?

Artem Lysohor has been the head of the Luhansk Military District Administration since April 2023. From October 2021 to June 2022, Lysohor was seconded to eastern Ukraine to serve as the Deputy Commander of the Joint Forces to engage the forces and resources of the National Police.

From February 2022, he was stationed in the Luhansk region and participated in the defense of settlements around Sievierodonetsk. In March 2022, Police Colonel Artem Lysohor was awarded the Order “For Courage” of the III degree.

What is known about Oleh Hryhorov?

Oleh Hryhorov is a police major general. Previously, he was the deputy head of the Main Department of the National Police in Sumy region, then moved to the same position in Zaporizhzhia region. Later, he became the head of the Main Department of the National Police in Luhansk region.

In August 2024, President of Ukraine Volodymyr Zelenskyy granted Hryhorov the special rank of police general of the third rank.
