Index of Digital Transformation of Ukrainian Regions: Who is in the Lead

The Ministry of Digital Transformation has evaluated the work of regional teams responsible for implementing digital solutions and determined the Digital Transformation Index of the regions for 2024. The results of the study are reported on the website of the Ministry of Digital Transformation, Komersant ukrainskyi reports.
As explained in the Ministry, the Digital Transformation Index of Regions is one of the tools for measuring the level of digital transformation in the country. The maximum value of the Index is 1 point, and it reflects indicators of capacity in the economy, digital skills, infrastructure, public services, and local digital transformation.
The results of the study show that the average score for Ukraine is 0.497. The highest values were recorded in Lviv (0.850), Dnipro (0.844), and Odesa (0.805) regions.

How the Regional Digital Transformation Index was determined
This year, nine indicators were used to assess the Index:
– Institutional capacity;
– Internet development;
– Development of ASCs;
– Implementation of the “paperless” regime;
– Digital education;
– Business card of the region;
– Penetration of basic electronic services;
– Sectoral digital transformation;
– Individual projects of CDTOs (chief digital transformation officers).
Among these categories, the highest values are observed in the penetration of basic e-services (0.759), institutional capacity (0.687), and Internet development (0.686). The lowest value is for the introduction of the “paperless” regime (0.421).
The Index also made it possible to assess the level of access to the Internet in social institutions. The study found that about 10,000 schools, more than 5,000 libraries, and more than 1,000 social institutions have open Wi-Fi zones.
This time, the Index includes a new indicator – individual CDTO projects. According to the study, executives responsible for digital transformation and digital teams have implemented 125 projects. Among them:
13 environmental projects,
17 cybersecurity projects,
15 defense projects.
What projects have been scaled up in the regions
The Ministry of Digital Transformation emphasized that there are a number of projects that have been recognized in several regions and implemented there.
Register of curfew permits
This register automates the process of issuing travel permits in the region by generating passes with a unique QR code for electronic verification. The service also makes it possible to cancel a pass remotely.
Key results for the year:
70,000 requests for passes;
56,000 passes were issued electronically;
electronic passes are available in 200 communities.
The project was implemented in three oblasts: Vinnytsia, Lviv, and Rivne.
Training centers for UAV operators
The project provides for the establishment of training centers for pilots of unmanned aerial vehicles. Veterans and civilians can develop their professional skills and become qualified to operate UAVs in various fields free of charge. More than 2,000 people have been trained over the past year.
The project was implemented in six regions: Zakarpattia, Kirovohrad, Cherkasy, Vinnytsia, Poltava, and Kyiv.
Implementation of the Cisco Umbrella DNS cloud service
The service protects against malware, viruses, phishing, and other threats by blocking DNS requests to dangerous websites and applications. In 2024, it was implemented by more than 480 communities and more than 1,200 educational institutions. In total, over 4.9 billion requests were processed during the year, of which 21.9 million were blocked as potential threats.
The project was implemented in 10 regions: Vinnytsia, Volyn, Zakarpattia, Ivano-Frankivsk, Lviv, Poltava, Rivne, Kharkiv, Kherson, and Cherkasy.
Air quality monitoring
Air quality monitoring involves the installation of air quality monitoring stations and dosimeters for monitoring radiation background integrated with environmental platforms. This makes it possible to display the state of environmental safety in real time. Currently, there are:
106 stationary air quality monitoring stations;
49 dosimeters for radiation background;
12 mobile radiation dosimeters.
The project was implemented in 7 regions: Volyn, Dnipropetrovs’k, Zhytomyr, Ivano-Frankivsk, Lviv, Odesa, and Rivne regions.
The Ministry of Digital Transformation also explained that the list of indicators for determining the Digital Transformation Index of regions changes every year, and therefore it is incorrect to compare the results by year.

Ukraine is among the world leaders in digitalization
According to the Online services Index ranking of the international E-Government Development Index, Ukraine was ranked 5th in the world last year in terms of the development of digital public services. This rating evaluates 193 countries and is developed by the UN. Back in 2018, Ukraine was ranked 102nd.

Minister of Digital Transformation Mykhailo Fedorov, who spoke about the result, also reported other achievements: Ukraine was the first to equate electronic documents with paper ones and the fourth to launch digital driver’s licenses in Europe. The registration of a sole proprietorship in Ukraine is the fastest in the world – only 4 seconds. In addition to being ranked 5th in terms of digital services, Ukraine is also in first place in terms of citizen engagement in government processes through online.
