Ukrposhta CEO Smelyansky receives up to UAH 2 million in salary per month – Yuzhanina
7 January 12:00Despite the budgetary difficulties and unprofitability of Ukrposhta during the war, its CEO Ihor Smelyansky receives up to UAH 2 million in monthly salary. This was reported in Telegram by Ukrainian MP Nina Yuzhanina, Komersant ukrainskyi reports.
According to the financial plan of the state-owned enterprise for 2023, signed personally by CEO Smelyansky, his monthly payments were as follows:
- in 2021 – UAH 1.6 million (UAH 19.2 million per year, in fact);
- in 2022 – UAH 1.53 million (UAH 18.3 million per year, projected);
- in 2023, it was planned to increase to UAH 1.86 million per month (UAH 22.4 million per year, projected).
It is worth noting that Smelyansky’s actual salary can only be discussed for 2021, as it is specified in the financial plan after the fact. The salaries for 2022 and 2023 are projected. For some reason, the Ministry of Community and Territorial Development has not published Ukrposhta’s financial plans for 2024 and 2025.
“All this EVEN DURING A FULL-SCALE WAR – his salary per month exceeds the salary of more than 15 soldiers who are on combat missions every minute of every 30 days a month,”

The MP wrote an appeal to the CEO of Ukrposhta regarding the number of people who receive salaries of more than 100 thousand hryvnias per month in 2024.
“The director general replied that he could not provide such information because he did not understand how it was related to his parliamentary activities,”
– yuzhanina wrote and added that the draft law No. 12316 was registered in the parliament, which provides for a limit on the upper limit of salaries of officials and managers of state-owned enterprises for the period of martial law. According to the MP, the authorities refuse to consider this draft law.
As reported by , Yuzhanina also recently accused Smelyansky of making charitable contributions to Ukrposhta compulsory.

Ihor Smelyansky is a long-time leader of Ukrposhta
Ihor Smelyansky has been CEO of Ukrposhta since 2016. He has an American passport, which he received after moving to the United States with his parents in 1995. He studied in America, graduating from several universities and obtaining his accountant and attorney licenses in New York and New Jersey.
Prior to Ukrposhta, he worked for various large companies, including KPMG, Citibank, and The Boston Consulting Group. In Ukraine, he was involved in banking mergers – he led the merger of FUIB with Dongorbank and Renaissance Capital Bank.
As the head of Ukrposhta, he initially received a 3-year contract, which was later extended. Now he has a contract until the end of martial law plus another 3 months. In 2022, he received the Order of Merit, and in 2023 he was included in the list of top managers from Ukrainska Pravda.
on December 3, 2024, the Cabinet of Ministers appointed Smelyansky as the Commissioner for Customs Reform.
Smelyansky’s last income tax return was filed in 2018. Since then, the Ukrposhta CEO has not done so, citing the fact that Ukrposhta is a private, not public, entity.
