Electronic referral to the VVK: the Ministry of Defense explained the procedure for obtaining it

Military conscripted Ukrainian citizens have the opportunity to request and receive an electronic referral to undergo VVK with the help of the application Reserve. This was reminded in the Ministry of Defense, informs Komersant ukrainskyi.

The Defense Ministry noted that from now on to get a referral to the VVK does not need to visit the TCK, and explained who and how exactly can take advantage of this opportunity.

First, in order to get a referral to the VVC online you need to authorize in the Reserve application and submit a request.

Then, within 24 hours, the person receives a notification, which contains all the necessary details: the number and date of registration of the referral, the address of the health care facility to undergo VVK, the head of which TCC signed the referral. This notification is enough to plan the examination.

By the way, even after the VVK there is no need to go to the TCC to update the military registration document, as the military medical commission itself will send the data to the TCC. The TCC employee will enter the information into the Oberig register and the user will receive an updated military registration document in the Reserve.

If a person liable for military duty has issued a referral, but did not show up at a certain time to undergo the VVK, the notification to the Reserve remains valid for 30 days. After that, the request must be resubmitted – and the application will receive a notification with the same or updated information.

Who can receive an electronic referral to the VVK

To use the service in the Reserve now can be used by persons liable for military service, who themselves want to be examined for fitness for military service. That is, those who have not yet received a summons to undergo the VVK.

As noted in the Ministry of Defense, soon the application will also provide an opportunity to take advantage of electronic referral and for those who have already received a paper summons to undergo VVK.

Are there plans to make summonses to the VVK electronic as well?

As explained in the Ministry of Defense, the summonses will remain paper. They will be received by physical mail, as before. The TCC Reserve cannot initiate requests for VVKs on its own, just like any other subpoenas. There is no such thing as an electronic subpoena in the law. The service of electronic referral to the VVC is voluntary. It can only be initiated by a Reserve user.

The paper alternative of referrals to the VVK is also preserved. If a person liable for military duty, for example, for some reason cannot use a smartphone, he can get a paper referral at the TCC, as before.

How often it is necessary to pass the VVK

The decision of the VVK on the suitability of a person liable for military service is valid for one year from the date of completion of the medical examination. Therefore, persons liable for military service need to update their medical information annually.

If a person has a reservation or deferment, he should not be sent to the VVK.

The exception is people with the status of “restricted fit” – all of them must undergo a repeated examination by the VVK within the timeframe defined by law. Therefore, a person with the status of “restricted fit” may receive a summons to undergo the VVK – and in such a case he/she must come to the TCC, even if he/she has a reservation or deferment.

Deadline for passing the VVK for persons with the status of “restricted fit”

It is proposed to set June 5, 2025 as the new deadline for the repeated passing of the military medical commission by the citizens of Ukraine who are restricted fit for military service.

The Verkhovna Rada has already registered the draft law “On Amendments to paragraph 2 of Section II, paragraph 2 “Final and Transitional Provisions” of the Law of Ukraine “On Amendments to Certain Laws of Ukraine Concerning Ensuring the Rights of Servicemen and Police Officers to Social Protection””. This bill proposes to establish that the citizens of Ukraine at the age of 25 to 60 years, who have been recognized as restricted fit, are obliged to undergo a repeated medical examination to determine fitness for military service until June 5, 2025. Such citizens must independently apply to a territorial center for recruitment and social support or through the electronic office of conscripts, persons liable for military duty and reservists in order to receive a referral to a military medical commission for medical examination.
