Former Deputy Minister of Social Policy accused of embezzling UAH 24 million

The Security Service of Ukraine has served a notice of suspicion to the former Deputy Minister of Social Policy, who caused losses to the state budget of Ukraine of more than UAH 24 million, Komersant ukrainskyi reports.
The SBU did not name the person, but according to Interfax-Ukraine, it is Borys Lebedtsov, who held the position from March 2020 to June 2022.
According to investigators, during the full-scale intrusion, this official entered into an unauthorized agreement with a commercial enterprise to purchase computers for the ministry’s central office.
In particular, this agreement was signed by the then Deputy Minister in violation of the law, as it did not meet the goals and objectives of the World Bank cooperation project, under which the purchase of computer equipment was to take place, and was not agreed with the Ministry of Digital Transformation.


The conclusions of the forensic economic examination conducted as part of the investigation confirmed that the state budget of Ukraine suffered losses of more than UAH 24 million.

Based on the evidence collected, the SBU investigators served the former Deputy Minister a notice of suspicion under Part 2 of Art. 367 of the Criminal Code of Ukraine (official negligence). The sanction of the article provides for a sentence of two to five years in prison with disqualification to hold certain positions.
