The expert named the only promising point of Zelensky’s Victory Plan: what does it say?

The fourth point of Zelenskyy’s Victory Plan is the most realistic today. This was stated by military expert Ivan Stupak in an exclusive commentary for Komersant UkrainianKomersant Ukrainian. The point on the economy provides for the presence of large foreign companies in Ukraine, which will create a kind of “invisible dome” of protection, the expert believes. Ukraine is rich in natural resources, including critical metals worth trillions of US dollars. Obviously, these critical resources, along with Ukraine’s potential for energy and food production, are among Russia’s key aggressive goals in the war.

According to the Victory Plan, Ukraine proposes that the United States, together with certain partners, including the European Union, conclude a special agreement on joint protection of Ukraine’s critical resources, joint investment and use of the relevant economic potential.

Military expert Ivan Stupak emphasises that the main emphasis is on the assistance of Western partners, in particular in the form of weapons. However, the economic part of the plan is the most important part of the whole.

“I liked the economic part, where there is an understanding that the more foreign companies work in Ukraine, the more the country will be protected. This is a fact. Take, for example, Baykar, which manufactures Bayraktar drones, which has never been hit by Russian troops. The same applies to Rheinmetall and ArcelorMittal production in Kryvyi Rih,” explains Ivan Stupak

Stupak noted that the presence of large foreign companies in Ukraine creates a kind of “invisible dome” of protection, as countries whose businesses operate on Ukrainian territory will be more concerned about its security. This, he believes, is important for the development of the economy not only in Ukraine, but also in Western Europe and the United States.

“The more such industries there are in Ukraine, the more our Western partners will be interested in our security,” the expert concluded.

Zelenskyy’s plan looks more like a shopping list

At the same time, other points of Zelenskyy’s plan, according to Stupak, look more like theoretical appeals than concrete actions. He says the document is not revolutionary or breakthrough.

“To be objective, it looks more like a list of things to do or get than a strategic plan. For example, to buy zucchini, cucumbers, salt and washing powder. It looks exactly like that: nothing new, nothing extraordinary or breakthrough,” said Ivan Stupak

As a reminder, on 16 October, President of Ukraine Volodymyr Zelenskyy addressed the Verkhovna Rada, presenting a victory plan that contains five key points covering military, economic and political aspects. According to the President, this set of measures should help Ukraine win the war that Russia started on 24 February 2022. In addition, the plan includes three secret annexes that are being discussed with international partners.
