eAccounting is already being tested: how it will make life easier for Ukrainians and the work of tax authorities

Entrepreneurs who are licensed to produce or sell alcohol and tobacco have the opportunity to join the creation of a counterfeit-free market and be the first to participate in testing the innovative eAccounts system for the circulation of excisable goods. This was reported by the Ministry of Digital Transformation, Komersant ukrainskyi informs.

The ministry explained that the beta test will take place in several stages, and the first stage will test

– registration of enterprises and users in the electronic system;

– access management of representatives of economic operators;

– ordering unique identifiers for domestic products and entering information about imported goods from the EU;

– integration with state registers, etc.

How to join the testing

To join the testing, please follow the link and:

– download the application for joining the testing,

– fill in all the necessary data and save the application in pdf format,

– sign the application by the CEP official of the head of the legal entity or individual entrepreneur,

– send the signed application to [email protected] with the subject line “eAcces”.

After verification, the applicant will receive a confirmation letter and will be able to start the registration process in the system.

How the eAcces system will work

The Ministry of Digital Transformation explains that the system is based on unique identifiers for each item of goods. It will help the state, business and consumers track products and control the payment of excise tax.

In Ukraine, the eAccise should combine three important functions:

– Track & Trace – control of the supply chain of excisable goods;

– Payment of excise tax;

– Confirmation of the paid excise tax in the eAccount system.

What are the results expected from the implementation of the eAccounts system?

In 2024 alone, Ukraine lost UAH 21.9 billion due to the illegal trade in tobacco products. eAccounts will provide tools for the State Tax Service to inspect and control the circulation of excisable goods.

The system will help to reduce corruption, increase budget revenues, eliminate unnecessary bureaucracy, and make it easier for businesses and Ukrainians to operate, as only quality goods will be available on store shelves.

The introduction of the e-excise tax should make it more difficult to sell products with counterfeit excise stamps in stores. After the launch of this system, every consumer will be able to check alcohol and cigarettes by reading the code on the product through Diia and determine whether it is an original product or a fake. For example, a person wants to buy a product. He scans the code with Diia and immediately receives information about the product and the manufacturer: photo, name, description, container volume, alcohol content, and checks the legality of the excise stamp. If counterfeit goods are detected, consumers will be able to instantly notify the controlling state authorities through the Diia app.

The introduction of the electronic system is aimed at reducing the volume of the illegal market for these products and increasing budget revenues from excise tax.

The legal basis for the introduction of this system is the Law “On Amendments to the Tax Code of Ukraine and Certain Other Laws of Ukraine in connection with the Introduction of Electronic Traceability of Alcoholic Beverages, Tobacco Products and Liquids Used in Electronic Cigarettes”.
