Following the reform of road construction by the Ministry of Infrastructure and the introduction of aggregate cost indicators (ACI) for calculations, road construction has risen in price by 30%. This was announced by the Head of the State Audit Service of Ukraine Alla Basalaeva, Komersant ukrainskyi reports
According to the Head of the State Audit Service, the reform launched by the State Agency for Infrastructure Recovery and Development is inefficient and non-transparent in terms of the state financial control system.
“The aggregate cost indicators combine several types of work, indicate a generalised name and determine the total amount for the scope of work performed. However, it is not deciphered what kind of equipment is used, how much and what kind of material is used. During the inspections, customers and contractors do not provide supporting documents on the technology of the work actually performed, the quantity and cost of the construction materials used, the actual number of employees and their working hours,” she said.
In addition, according to Alla Basalaeva, under the system of aggregate value indicators (AVI), state financial control bodies are limited in performing their functions. After all, during construction, only the total amount for the work is announced.
“What exactly the money will be spent on is not detailed. It is classified as a commercial secret… At the same time, ‘commercial secret’ denies auditors access to check any documents,” the Head of the State Audit Service said.
The Recovery Agency does not deny that the format of the aggregate value indicators is imperfect. Therefore, at the initiative of the State Audit Service, a working group was set up to modernise and improve the system of APC and make it transparent.
