A resolution calling for the recognition of Russia’s actions against Ukraine as genocide was introduced in the US Congress
9 January 14:42The US House of Representatives has reintroduced a draft resolution that proposes to recognize Russia’s actions against Ukraine during a full-scale war as genocide. This was announced by Ukraine’s Ambassador to the United States Oksana Markarova, Komersant ukrainskyi reports.
She said that this is the first document on Ukraine in the new Congress. The draft resolution was introduced by a bipartisan group of House members with whom the embassy is actively cooperating.
The preamble to the draft resolution states that a number of Russia’s actions during the full-scale war – attacks on civilians, strikes on maternity hospitals and medical facilities, the forced transfer of hundreds of thousands of Ukrainians, including children, to Russia and deep into the occupied territories – meet the criteria set out in the article of the UN Convention on the Prevention and Punishment of the Crime of Genocide.

The resolution condemns Russia for committing acts of genocide against the Ukrainian people; calls on the United States, in cooperation with NATO and EU countries, to continue to support Ukraine to prevent further acts of Russian genocide against the Ukrainian people; and supports tribunals and international criminal investigations to bring Russian political leaders and military personnel to justice for the war of aggression, war crimes, crimes against humanity, and genocide.
It should be noted that a draft of such a resolution was already submitted to the previous Congress in early 2023.
In June 2024, the OSCE Parliamentary Assembly recognized the Russian invasion as genocide against Ukrainians.
