Cultural and media workers will not be able to travel abroad: decision of the Ministry of Culture

Starting March 3, the Ministry of Culture and Strategic Communications suspends the issuance of letters of assistance for the travel of conscripted cultural workers and media representatives abroad. The reason was a large number of cases of failure to return to Ukraine on time. This was reported by the press service of the Ministry, Komersant ukrainskyi reports
The Ministry of Culture noted that due to gaps in Ukrainian legislation, there have been numerous cases where persons who have received permission from the State Border Guard Service to temporarily travel abroad under a letter of assistance from the ministry have not returned to Ukraine on time.
The Ministry of Culture has developed draft amendments to the Resolution of the Cabinet of Ministers of Ukraine “On the Rules for Crossing the State Border by Citizens of Ukraine” of January 27, 1995, No. 57, which is currently undergoing interagency approval.
“The proposed draft amendments regulate the issue of exhaustive requirements for the Ministry’s decision to provide a letter of assistance to men of military age working in the field of culture, information security, strategic communications, and linear audiovisual media for their temporary travel abroad during martial law,” the ministry explains.
For this reason, from March 3, 2025, and until the regulatory and legal regulation of this issue, the Ministry suspends the issuance of letters for the above category of persons to travel abroad.
“In this regard, from March 3, 2025, and until the regulatory and legal regulation of this issue, the Ministry suspends the issuance of letters of assistance to the State Border Guard Service of Ukraine for the departure of this category of persons beyond the state border,” the Ministry of Culture noted.
The suspension of the issuance of permits is a temporary measure until the necessary legal changes are made to prevent similar violations in the future.
