“Diya” becomes paid: what services will be available for money

Starting June 1, document sharing for banks will become the first paid service in Diia. Later, Diia.Signature and Diia.OAuth will also become paid services. This was announced by FlexiPay CEO Yaroslav Kaplan on his LinkedIn page.
The monetization of the Diia digital platform was announced a few days ago by Minister of Digital Transformation Mykhailo Fedorov during the DOU Day conference.
Kaplan said that the changes will start on June 1, and the first paid feature will be document multisharing. This means providing two or more documents from state registers. At the same time, the usual sharing of only 1 document remains free.
Who will pay for it
Organizations that request user’s documents are banks, credit institutions, and other service providers that need to establish the identity of the client.

How much will document multisharing cost?
This service will cost:
- uAH 21.5 thousand one-time for connection
- uAH 9.80 for each request
For evaluation purposes, Yaroslav Kaplan indicated the cost of a competitor – BankID from the National Bank. This is an alternative way to obtain digital documents. The cost of BankID, depending on the number of documents requested in the request, ranges from 5 to 20 UAH.

Oleksiy Vovk, head of the Diia implementation team, said that Diia plans to make Diia.Signature payable for legal entities, which will allow businesses to sign documents online using an electronic signature directly through the app, Forbes reports.
The Ministry also plans to launch the Diia.OAuth electronic identification service.
“Thanks to this solution, partners will be able to identify their users through interaction with the Diia Portal,” Vovk said.
As reported by "Komersant Ukrainian" in early 2025, the top 3 most popular services included:
- “Winter support” – social assistance for citizens in the winter;
- “Extract of the place of residence” – a necessary document for registration or confirmation of the address;
- “Certificates OK-5 and OK-7” are important for applying for pensions and social benefits.
Budget for 2025: over UAH 736 million
According to the budget program “E-Governance” approved by the order of the Ministry of Digital Transformation, UAH 736.5 million is allocated in 2025 to support the Diia portal.
Expenditures for the creation, modernization, development, administration and maintenance of the unified state web portal of electronic services are provided in the amount of UAH 736,549.8 thousand,” Vovk said.

Data security: ISO certificate and constant monitoring
Responding to a query on personal data protection, the official emphasized that the SOE “Diia” has implemented an information security management system certified according to the international standard ISO/IEC 27001:2022.
“A number of comprehensive technical and organizational measures, including monitoring, are constantly being taken to ensure information security,” explained Vovk.
“In particular, we are talking about cryptographic protection, guarantees of confidentiality, integrity and availability of data, as well as measures to ensure the system’s resistance to cyber attacks.
Thus, the rapid growth in the use of the Diia portal shows that digital services have become an integral part of the daily lives of Ukrainians. At the same time, as services scale up, the state’s responsibility to protect personal data and use budget funds efficiently is also growing.
