The Cabinet of Ministers has approved the draft state budget for 2025. The dollar is expected to rise next year. This is stated in the draft state budget, Komersant ukrainskyi reports
According to the Ministry, the hryvnia exchange rate against the US dollar will average 45 hryvnias over the period. While the forecast for this year is 40.8 hryvnias.
The average monthly salary may reach UAH 24,389, whereas this year it is UAH 20,581.
Social standards, including the minimum wage and the subsistence level, remain at the level of December 2024. The budget also envisages a new model for managing public investment projects with a plan to allocate UAH 25 billion in 2025.
Inflation is projected at 9.5%. GDP growth is expected to be less than this year’s 2.7%. The need for external financing is $38.4 billion.

The forecast for the financing of the State Budget for 2025 envisages a reduction of the state budget deficit to 19.4% of GDP (20.6% in the current law on the State Budget for 2024), which is in line with the targets agreed with international partners.
Public borrowings from the general fund are planned to amount to UAH 2237.6 billion, including UAH 579.2 billion of domestic borrowings and UAH 1658.4 billion of external borrowings.
