The state logistics operator saved a lot of money on fuel purchases for the Armed Forces

The State Logistics Operator (DOT) has made a purchase of diesel fuel for the needs of the Armed Forces of Ukraine for June, which resulted in cost savings of more than 10%. This was reported by the procurement agency, "Komersant Ukrainian" reports.

According to the results of the tender, the weighted average price of all lots amounted to UAH 31355.31 per ton. For comparison, the price per liter (at a density of 0.830) is UAH 43.42 including VAT and excise, which is significantly lower than retail prices on the market. However, it is worth noting that purchases of diesel fuel for the army are exempt from excise duty and taxed at a 0% VAT rate for the period of martial law.

Thus, the cost savings amounted to 10.41%, which demonstrates the effectiveness of the procurement strategy.

The agency also noted that they started these purchases taking into account the downward trend in oil prices and, as a result, the cost of petroleum products.

What else contributes to procurement efficiency

The DOT continues to apply a regional fuel procurement model that expands opportunities for business participation and increases competition in bidding. This strategy involves dividing the supply into four regions: Eastern, Southern, Central and Western.

The number of bidders and the level of savings at the auctions confirmed the effectiveness of this procurement model. That is why, to increase competition and optimize the logistics processes of potential suppliers, DOT has deepened the regional model by increasing the number of lots.

In early March, the State Logistics Operator updated its procurement plan for fuels and lubricants for Q2 2025 and invited Ukrainian and international suppliers to participate in tenders.

Dyed diesel fuel was purchased for the needs of the army

For the first time, the State Logistics Operator conducted a procurement procedure for dyed diesel fuel.

Particular attention was paid to checking the physical and chemical properties of dyes and studying their impact on fuel. The tests confirmed that the dyes do not impair product quality.

The coloring makes it possible to identify and track fuel purchased exclusively for the needs of the Armed Forces and reduces the possibility of its illegal sale.
